황해도 일대의 고구려 관방체계와 남부전선의 변화

국문 초록

5세기를 기점으로 고구려는 내부적으로 증대된 인적ㆍ물적 자원에 대한 효율적인 통제를 바탕으로 대외적으로 영토를 크게 확장한다. 특히, 평양을 확보한 이후의 황해도 일대와 경기북부 일원에 대한 영역 확장이 주목되는데, 이 시기 고구려는 낙랑ㆍ대방세력 및 백제와 대립하면서 자국의 국경선을 끊임없이 남쪽으로 확장시켜 나간다. 이후 황해도 일대는 고구려의 중심부로 편입되면서 새로운 후방 기지로 개발되었고, 남부전선의 심장부로서 번영을 누리게 된다. 본고에서는 영역화가 채 이뤄지지 않은 경기북부 일원과 한강유역, 중원지방과 달리 황해도 일대는 어떤 과정을 거쳐 영역화가 진행되었으며, 어째서 지역마다 통치방식이 달라졌는지, 더 나아가 영역의 확장과 더불어 남부전선에 어떠한 변화가 생겼는지 등을 살펴보았다. 당시 영역화가 이뤄지지 않은 양주분지 일원 및 한강유역에서는 현재 대규모 보루群이 확인되고 있으며, 상대적으로 영역화가 진행된 임진강유역에는 성곽과 몇 개의 보루가 하나의 조합을 이룬 복합적인 관방체계가 확인된다. 하지만, 이와 달리 황해도 일대에는 장수산성을 비롯하여 20여개 소에 달하는 다수의 성곽들이 분포하고 있어 해당 지역의 경영방식 자체가 경기북부 일원 및 한강유역과 크게 달랐음을 알 수 있다. 보루군과 달리 성곽은 단순히 戰爭史적 관점에서만 이해되는 것이 아니라, 지방통치방식을 이해하는데 중요한 척도가 될 수 있다는 점을 염두에 둔다면, 황해도 일대의 고구려 성곽들을 살펴보는 것은 고구려의 성장과정을 이해하는데 있어 필수적인 요건이라 할 수 있다. 그동안 선행 연구에서는 경기북부 일원의 관방체계만 단독으로 살펴보는 경우가 많았으며, 그밖에 황해도 일대를 비롯한 북한 소재의 고구려 성곽, 혹은 고구려 전 영역내의 관방체계 등을 포괄적으로 살펴보는 경우가 많았다. 하지만 본고에서는 황해도 일대와 경기북부 일원에 대해 ‘南部戰線’이라는 단일한 시각 속에서 시ㆍ공간적 의미를 부여하고, ‘중심부’와 ‘주변부’, ‘변경’이라는 개념을 적용하였다. 이후 황해도 일대의 관방체계를 살펴본 결과, 영역화 진행 여부에 따라 고구려가 어떠한 국가전략 및 군사전략으로 접근했는지 확인할 수 있었으며, 더 나아가 ‘帝國’으로 발전해가는 고구려에게 있어, 황해도 일대의 확보가 어떠한 의미가 있었는지 재인식할 수 있는 계기를 마련하였다.

영문 초록

Around 5th Century AD, Goguryeo greatly expanded its territory, backed by improved effective domestic resources management control. In particular, further expansion to Hwanghae province(黃海道) and northern Kyeonggi province(京畿道) after conquest of Pyeongyang, is noteworthy. At this time, Goguryeo had continuously expanded southwards while having conflicted with refuge groups of Nakrang(樂浪) and Daebang(帶方) comamderies, and Baekje(百濟). Later, Hanghwe province was reconfigurated into the center of Goguryeo and became a new base camp in the rear, and subsequently prospered as a core of Goguryeo empire. This paper addresses processes of assimilation into Gogyreo which occurred in Hwanghae Province as opposed to the cases of Northern Gyeonggi, Han river basin and Jungwon areas. It is also discussed why there were local variations on ruling and administrative systems, and, furthermore, what had changed in the southern frontline through territorial expansion. Yang-ju and Han River(漢江) basin without assimilation into Gogyreo have fortification clusters on a large scale whereas assimilated Imjin River(臨津江) basin has a complex militant defence system with a unit of one fortress and several forts. However, in Hwanghae Province, up to 20 fortress including Jang-su fortress exist. Thus, it appears that the militant defense system was different from that of Northern Gyeonggi province and Han River basin. Unlike aggregated forts, fortress reflects not only warfare history, but also local administration regimes of Goguryeo. In this respect, investigating Goguryeo fortress is required to understand the processes and trajectory of Goguyreo’s growth in general. In previous research, either militant defense system in northern Gyeonggi has separately been analyzed, or all fortress in North Korea and the entire militant defense system of Goguryeo covering all regions were discussed. But, this approach confers Hwanghae province and Northern Gyeonggi province temporal and spatial component as the southern front, and applies concepts of ‘core’, ‘periphery region’ and ‘border’ for interpretation of geographic distribution. The results of analysis on the defense system in Hwanghae province, different degrees of assimilation by region reveals the various governing strategies of Goguryeo. Furthermore, this research calls for review on what the conquest and acquisition of Hanghae province had meant for Goguryeo on the pathway to empire stage.
