기후변화협약에 대한 러시아의 대응전략

국문 초록

글로벌 금융위기 이후의 세계경제 문제해결과 지구온난화 문제를 동시에 해결할 수 있는 산업은 ‘그린 산업’이라고 할 수 있다. 물론 환경문제를 해결하기 위한 지구적 노력은 오래전부터 이어져왔다. 하지만 러시아의 경우 환경문제에 대한 관심은 그 동안 미미한 상태였다. 즉 국제사회에서 벌어지고 있는 변화에 적극적인 참여와 국내에서의 산업 육성 등 모든 면에서 뒤쳐져 있었다. 러시아에서는 인위적인 온난화 진행은 불확실하다는 회의론과 온난화 진전은 국익에 합치한다는 수용론으로 양분되어 확실한 정책 수립이 진행되지 못했다. 포스트 교토 의정서를 둘러싼 국제교섭에서 러시아는 적극적으로 대응하지 않았다. 즉 새로운 틀 형성 과정이나 온실가스 감축 목표 제시에 있어서 러시아는 대체로 소극적이었기 때문에 스스로 가지고 있는 환경문제와 신재생에너지 분야에서의 잠재력을 발휘하지 못하였다. 그러나 2000년 이후 국제 환경문제에 대해 적극성을 가지고 임하고 있으며, 특히 글로벌 금융위기는 러시아의 기존 전략을 대폭 수정할 수 있는 계기가 되었다. 메드베제프 정권이 들어서면서 국제 환경문제에 대해 적극성을 가지고 임하고 있다. 온실가스 감축을 목표로 하고 있는 교토의정서는 청정개발계획, 공동이행제도, 방출거래 등이 주요 내용으로 되어있다. 따라서 러시아는 기후협약에 대비하기 위한 온실가스 감축뿐만 아니라 공동이행제도 이행과 신재생에너지 개발 등 적극적으로 대응하고 있다.

영문 초록

Russian government has begun to outline what could become a serious Russian initiative to address the environmental impact of profligate energy use and to encourage greater energy efficiency. Russia steps to may indicate that the elements of a broader domestic energy policy extending beyond the oil and gas sector are now being put in place. All this is occurring at the same time that Russia is making clear its intention to play a larger role in the international effort to address climate change and global warming. Russia's new policy direction – and particularly its nascent interest in alternative energy – is important because Russia is such a large energy exporter (number one in natural gas and number two in oil), and is now the third largest emitter of CO2 from fossil fuel (behind China and the United States). Russia’s huge hydrocarbon (oil and gas) resources, low domestic energy prices, weak economic incentives, and the lack of a requisite legal structure to develop a renewable energy sector are some of the reasons Russia has lagged behind in the development of a renewable energy sector. At present, Russia does not fall within the top 25 countries making investment in renewable energy attractive and increasing the use of renewable energy. In general, growth in demand for renewable energy is highest in countries that have made renewable energy development one of the focal points of national energy policy. Including renewable energy in national energy policy is an important first step toward increasing the attractiveness of investment. Russian companies may now also attract foreign investment for joint renewable energy projects in order to generate emission reduction credits for subsequent sale on international markets. So, the pace of technology transfers depends in part on the emergence of favorable market conditions in Russia.
