The effort of seeking educational ideologies of nations or local governments from mythology could be desirable since it may transmit and develop traditional cultures and unify the education of citizens. We can safely assume that educational ideologies can be derived from mythology because mythology contains historicity, culture and ethnicity. Based on the assumption that there might be an independent educational ideology in the legend of Seolmundae, since the educational ideology 'Hongik Ingan' is derived from the legend of Dangun, this study suggests 'creativity' as an educational ideology model after analysing various data and collecting opinions from education experts and the general public about whether the spirit of creativity, originality, sacrifice and love in the legend of Seolmundae could be an educational ideology of Jeju Special Self Governing Province. Also, as the 'Hongik Ingan' ideology was extracted from the legend of Dangun by the Joseon Educational Council, the study proposes conditions in which the Jeju Educational Council (tentatively named) could derive the educational ideology of 'creativity' from the legend of Seolmundae. The study shows that the legend of Seolmundae is a valuable cultural heritage with an educational ideology which Jeju citizens should aim for and serves as stepping-stones by proposing the procedures for establishing an educational ideology of Jeju Special Self-Governing Province. However, this study also points out that the legend of Seolmundae doesn't have a complete narrative structure but lies scattered fragmentarily so the various elements of the story are not well-selected and the data is incomplete. Therefore, through the study, the necessity of basic data and newly discovered story for the purposes of establishing an educational ideology from the legend and constructing the complete version of the Seolmundae legend achieves recognition. Also, the need to translate the legend into foreign languages for overseas information activities is felt. The symbolic element of education boils down to 'creativity' and the Jeju Education Council could take a role of enacting and proclaim laws reflecting the ideology.
