국문 초록

정제성상과 주 5일제의 시행으로 국민의 여가시간의 증대 가계소득의 증가 국내 관광여긴의 개선관광응 통한 삶의 질 향상추구등 관광에 대한가치관의 변화로 국내 관광에 대한 수요는 매년 증가하고 있다 또한 사회가 안정되고 장애인에 대한 교육기회의 급동 사회 참여 및 기회 획대에 대한 관싱이 증가되면서 비장애인들과 마찬가지로 관광과 휴양을 통한 신체적 정신적 건강에 대한 관심이 높아지고 있다. 하지만 국내 관광시설의 경우 장애인 및 노약자를 위한 기본적인 편의시설의 설치만 이루어지고 있어 실제적으로 장애인 및 노약자가 이용하는데 장애가 발생하고 있다. 이에 본 연구는 장애인 및 노약자의 휴양시설이용의 활성화 방안을 모색하기 위하여 장애인 및 노약자의 여가생활 중 휴양참여도가 높은 자연휴양림의 계획 단계에서부터 배치를 통한 이용 활성화 방안의 모색과, 이용에 장애가 되는 시설적, 물리적, 제도적 문제점을 도출하고 이를 바탕으로 장애인 및 노약자의 특성을 고려하여 이용에 불편이 없는 무장애 자연휴양림의 계획 방향을 제시하고자 한다. 우선, 장애이 및 노약자 그리고 자연 휴양림에 대한 기본적인 개념을 정리하고, 장애인 및 노약자가 자연휴양림의 이용 시 얻을 수 있는 효과 등에 대하여 선행연구를 중심으로 분석하였다. 다음으로 장애인과 노약자를 대상으로 설문 분석과 전국 자연휴양림의 예비 이용자 및 이용경험을 가진 조사대상을 복지관, 장애인 관련시설 등에서 조사하였으며, 2차 조사는 자연휴양림을 방문한 실제 이용자를 대상으로 시설의 문제점, 희망도, 관련서비스 개선 방안 등을 조사하였다. 마지막으로 체크리스트를 이용한 편의시설 및 시설 관찰조사, 장애인 및 노약자의 동선을 고려한 시설의 배치 및 동선에 대한 조사등을 실시하여 분석결과를 설문결과와 접목시켜 무장애 자연휴양림의 계획시 전체 시설의 배치 형식 및 계획방향을 제시하여 장애인의 이동 및 시설이용에 불편이 없는 자연휴양림의 계획방향을 제시한다.

영문 초록

A study on the Barrier-Free National Forest Arrangement Plan Considering the characteristics of the disabled and elderly Demands about domestic tourism are increasing every year because of a change of the tourism value. These changes such as increasing family income and leisure time and improvement the domestic tourism conditions and the quality of life through tourism are influenced by the economic growth and the five day work week system. Stable society provides equal access to education and expends social participation to disabled. As a result, promotion of disabled people's physical and mental health through tourism and recreation, like people usually do, draw public attention. However tourist facilities have only basic level convenient facilities installations in Korea. As a matter of fact, when the disabled and senior want to utilize those facilities, they encounter obstacles. Accordingly, the study finds out facilities, physical and institutional problems which could come out in national forest and shows Barrier-free National Forest plan considering the disabled and senior characteristics. First of all, a full understanding of fundamental notions about the disabled, senior and National Forest was required. Precedent studies, effects of national forest for them and improvements of National Forest facilities, were arranged. Next, the research, a matter of the national forest in Korea, was undertaken after the survey which was conducted to the disabled and elderly was twice carried out and analyzed. In the first round of the research, people who possibly and actually have utilized national forest were surveyed at the welfare facilities and facilities for disabled. The second survey asked people who have been national forest ever about the problems of facilities, requirements and improvements of related services.
