국문 초록

본 연구는 장애인 복지법이 제정된 1981년부터 2010년까지 지난 30년간의 중앙정부 장애인복지예산의 변화 추이를 시계열적으로 분석하는 가운데， 장애인복지 패러다임 변화에 대한 고찰과함께， OECD 회원국과의 장애인꽉시예산 비 교틀 동해 우리나라의 현재 수준을 파악하며， 마지막으로 주요 정책 영역별로 바람직한 예산 할당 방안을 제시하는 것을 목적으로 하고 있다본 연구는 이러한 목적을 수행하기 위해 ， 1981년부터 2010년까지의 보건복지부 세입세출예산서를 분석하였으며 ， OECD 회원국의 사회 지출 데이터베이스(OECD Social ExpenditureDatabase) 윈자료를 분석하였다분석 결과， 지난 30년간의 변화를 요약하면 ， 1990년대 초까지는 주거지원과 지역복지의 비중이 압도적으로 높았으며찌 ， 1990년 대 중반 이후 현재에 이르기까지 소득보장이 주거지원과 지역복지와 함깨 장애인복지의 3대 영역으로 자리매김한 가운데 갈수록 그 비중을 높여가고 있고，2000년 대 중반이후부터는 자립생활 지원서비스의 비중이 급격히 높아지는 추세를 보이주고 있다 이러한 예산 비중의 변화를 장애인복지 패러다임의 변화와 관련시켜 보면， 1980년대와 1990 년대 초까지는 시설(공급자) 중심의 재활 패러다임이 지배적이었다면 1990년대 중반 이후부터2000년대에는 이용자 중심의 자립생활 패러다임의 영향력이 커지고 있는 것으로 볼수 있다 또한 OECD 사회지출 데이터베이스 원자료를 분석한 결과， 2005년 기준 우리나라의 GDP 대비 장애인복지예산 비중은 0.5%로서 멕시코틀 제외하고는 전체 회원국 가운데 가장 낮았으며， OECD회원국 평균인 2.3%와 비교할 때 그 격차가 매우 컸다장애인 복지예산에 대한 지속적인 확대와 함께 향후 장애인복지예산 배분은 소득보장의 예산비중을 유지하되， 의료보장， 자립생활지원서비스와 직업재활(중증장애인 취업 지원) 영역에 대한 예산 비중올 재고히는데 주력해야 한 것이다

영문 초록

The objectives of this study is to analyze the trend of the state disability policy budget in the past thirty years as exploring the change of disability policy paradigm and identifying the current status of Korea through international comparison with OECD countries and to present a desirable plan for allocation of disability policy budget in the future. To achieve the aim, this study analyzed the state disability policy budgets of the past thirty years and OECD social expenditure database. The result of the analysis of the past thirty years' disability policy budgets shows that of all disability policy scopes income support, assistance with a residence and promotion of independent living are main component with remarkable rising in relative share of income support and promotion of independent living recently. This result is related with shift of disability policy paradigm from rehabilitation model to independent living model. And the comparison with OECD countries by the share of disability policy budget of Gross Domestic Products says Korea is the lowest country except for Mexico in OECD countries. This study therefore suggest that there is a strong need for increasing the state disability policy budget but paticularly for income support, assistance with health care, promotion of independent living and vocational rehabilitation in the future.
