국문 초록

위기협상 업무는 심리학이나 정신의학의 영향을 직.간접적으로 받으면서 발전해 왔다 그러나 위기상황에서의 협상업무는 범죄의 예방과 진압을 담당하는 경찰의 고유한 업무 영역으로 인식되어 왔기 때문에 예전이나 지금이나 주로 경찰관들이 핵심적인 역할을 담당하고 있고， 반면에 심리학이나 정신의학 분야의 전문적인 지식과 식견을 가진 상담전문가들은 상대적으로 위기협상 실무에서 소외돼온 것이 사실이다. 따라서 이 연구에서는 우리나라 위기협상 업무의 전문성과 효과성을 향상시키기 위해 상담전문가의 참여를 확대하는 다음의 다섯 가지 방안들을 제시하였다. 첫째， 위기협상팀을 구성하는데 있어서 협상요원이 되는 경찰관의 자격요건으로 심리학 전공자나 임상심리사와 같은 국가기술자격증 취득자에게 가산점이나 우선적인 선발 기회를 부여해야 한다 둘째，심리학자 또는 정신과의사를 자문위원으로 위촉하여 협상팀의 운영과 협상기볍 개발에 전문적인 지식을 활용할 수 있도록 해야 한다. 셋째， 심리학이나 정신의학 관련 학회와 정기적으로 워크숍을 개최하여 위기협상과 관련된 상호 관심사를 공유하고 토론할 수 있는 장을 마련해야 한다 넷째， 장기적으로는 심리학 전공자나 정신의학 전공자를 협상팀장을 비롯한 위기협상팀의 구성원으로 특채해야 한다 마지막으로 심리학이나 의학 전공자를 경찰조직으로 흡수할 수 있는 산관협력 관계를 형성해야 한다.

영문 초록

Psychologists, psychiatrists, and other metal health professionals have made major contributions to the development of crisis/hostage negotiations techniques and have performed a variety of roles and functions in United States But in Korea, negotiation practice in cnSlS situations have been cognized as police officers' job from past years, so police officers have had key roles in the process of crisis/hostage negotiations, On the other hand counselors like psychologists, psychiatrists, and other metal health professionals have regrettably had minor roles in the process of crisis/hostage negotiations and have scarcely made contributions to the development of crisis/hostage negotiations. In conclusion, this study focuses on proposing five recommendations to attain specialization and effectiveness in crisis/hostage negotiations of Korean Police Agency by utilizing of counselors. First, police agencies should organize crisis/hostage negotiations with police officers who already had Qualifications like degrees or training course. Second, police agencies should appoint counselors like psychologists, psychiatrists, and other metal health professionals as police agency consultants. Third, police agencies regularly should play the host for workshops or seminars with the academic world of counselling, psychology and psychiatry. Fourth, police agencies should recruit eligible persons who had qualifications at counselling, psychology and psychiatry. Finally, from a long-term perspective, police agencies should make good relations with colleges and laboratories to seduce qualified students or researchers to join the police agencies.
