세르비아 시각에서 바라 본 코소보(Kosovo)

국문 초록

21세기 현재 코소보(Kosovo)는 동유럽내 대표적인 민족분쟁 지역이자， 국제 사회의 관심 지역이라 할 수 있다. 2008 년2 월18 일，코소보(Kosovo)내 알바니아계의 하심 타치(Hasim TaCij)총리가 세르비아로부터의 독립을 공식적으로 선포하였지만， 국제사회는 아직까지도 코소보의 미래를 둘러싼 논의에서 그 해결점을 찾지 못한 채, 오히려 과거 냉전 때와 같은 심각한 분열양상을 보이고 있다 미국을 비롯해 서구의 상당 국가들이 UN등 국제 사회가 코소보의 독립을 인정해 줄 것을 요구하고 있는 데 반해， 당사자인 세르비아는 물론 러시아와 중국 그리고 소수 민족문제를 안고 있는 세계 여러 국가들은 코소보의 독립을 결코 받아들일 수 없다고 주장하고 있다. 본 논문에서 연구자는 세르비아의 시각을 통한 코소보 독립의 의미 그리고 코소보 평화협정인 ‘SCR 1244 결의’ 내용과 이행 현황을 분석하자 한다. 우선 제 2장에서는 그 동안 코소보 민족 문제의 해결을 위해 국제 사회가 어떠한 노력을 했는지， 그리고 국제사적시각에서 본 코소보 문제의 의미는 무엇인지에 대해 소개하게 될 것이다 제 3 장에서는 코소보 민족 문제 해결을 위한 국제 사회의 다 양한 노력들과 더불어 ‘SCR 1244 ’로 대변되는 코소보 평화 협정 수립에 대한 세르비아 시각을 분석해 보고자 한다. 특히， 이 장에서는 나는 코소보 평화 협정인 ‘SCR 1244 ’의 내용과 그 이행 현황을 다음과 같이 나누어 분류할 것이다， 첫째， 코소보 문제에 대한 국제 사회 개입의 정당성 문제， 둘째， 평화 정착을 위한 정치적 해결 문제，그리고 셋째， 코소보 최종 지위에 관한 문제. 그리고 마지막으로 제4장에서는 본문에서의 논의를 바탕으로， 코소보 민족 문제에 대한 국제사적 의미와 코소보 평화 협정에 대한 세르비아의 시각을 다시한 번 고찰하고자 한다 그리고 현재의 국제 질서 속에서 향후 코소보의 미래와 그 의미를 제시하고자 한다.

영문 초록

In the 21st Century, Kosovo is not only an area of important national conflict in Eastern Europe, but it is also an area of international interest in the world. Although Hasm TaCij, the current Prime minister of Kosovo, proclaimed the independence of Kosovo from Serbia on February 18, 2008, there has been little international effort to deal with the situation in Kosovo If anything, it is looking similar to the types of divisions the world witnessed during the Cold War. The U.S. is demanding that other nations as well as the UN recognize Kosovo’s independence. On the contrary, Serbia along with the Russia and China and many other countries, which are having problems with minority populations, are now resisting any attempt to recognize Kosovo’s independence. In this study, I will analyze the significance of Kosovo’s independence, and the contents and present situation of the Kosovo’s Peace Agreement (SCR 1244) from the point of view of Serbia. In chapter II, I will explain the extent to which the international community is working to resolve the question of Kosovo’s sovereignty and introduce the meaning of the question of Kosovo through the view point of international history. In chapter III, I will analyze the Serbian view point of the Kosovo Peace Agreement (SCR 1244) with the various efforts of the international community to solve the question of Kosovo sovereignty. Especially, in this chapter, I will explain the content and present situation of the Kosovo’s Peace Agreement concerning the following classifications: 1) the justness of international society's intervention; 2) the political solution for peaceful settlement in Kosovo; and 3) the final status of Kosovo. Finally, in chapter IV, I will further investigate the significance of international history in the question of the sovereignty of Kosovo and the Kosovo Peace Agreement from the point of view of Serbia. In addition, I will examine Kosovo’s future and its significance in today’s international order.
