헝가리 체제전환 과정에서 조지 소로스의 역할

국문 초록

조지 소로스는 헝가리 출신의 유태인으로 미국의 월스트리트에서 기념비적 성공을 거둔 펀드 매니저이다. 세계 금융시장을 교란하는 환 투기꾼으로 불리기도 하지만 국제경제에 관한 저서를 많이 출간한 경제 철학자로서 또 전 세계에 소로스 재단을 운영하는 자선사업가로서의 다양한 면모도 보여주고 있다. 이 논문은 소로스의 여러 측면 가운데 특히 자선사업가로서의 정체성에 초점을 맞추어 헝가리 공산체제 붕괴과정에서 그가 어떤 역할을 했는지 규명하려 했다. 그는 영국의 런던경제대학에 재학 중 받아들이게 된 칼 포퍼의 ‘열린사회’라는 철학적 개념을 현실에서 구현하려 했던 실천가였다. 1979년 첫 실체인 ‘열린사회기금’을 창설한 이래 1984년 헝가리에 소로스재단을 공산국가로서는 처음 창설했다. 이 재단은 후일 다른 소로스 자선사업의 모범이 된 것으로 야노시 카다르 공산 헝가리 체제를 ‘열린사회’로 끌어내는 실질적인 지원작업을 주도한다. 헝가리소로스 재단은 이 지역 공산주의 체제 하에서 시민사회(Civil Society)가 대폭 약화되었거나 붕괴되었다는 측면을 고려해, 지식인이나 개혁주의자, 개혁 공산주의자들을 포괄하는 리더의 형성에 포커스를 맞추게 된다. 소로스재단의 지원을 통해 수많은 지식인들과 학생들이 혜택을 받거나 서방 선진국 유학을 하게 되었고 결과적으로 이들이 체제 붕괴과정에 부분적으로 관여했을 뿐만 아니라 포스트 공산시대 리더로 떠올라 순조로운 체제전환을 할 수 있는 바탕이 되었다.

영문 초록

George Soros is an American financial speculator, stock investor, philanthropist and political activist. Soros is famously known for 'breaking the Bank of England in 1992 and Asian Financial Crisis in 1997. Soros has been active as a philanthropist since the 1970s, and began funding dissident movements behind the communist countries. Since 1975. Soros has participated his membership in the Helsinki Watch and Americas Watch human rights groups as sparking his 1979 creation of the Open Society Fund to offer a number of scholarships in the United States to dissident intellectuals from Eastern Europe. In 1984, he established Soros Foundation Hungary which was his first East-Central European countries. Since then the Soros Foundation had a great role to support and educate the Hungarian intellectuals, students and even communists. Intellectuals and students had been given to study abroad and some of them had a crucial role to change hungarian political system. In a sense, Soros made a success to form a civic society to take the concept of 'open society' their own. First of all, Soros and the Soros Foundation in Hungary had a role to educate the leading figures to understand the some problems in 'the closed society.' Second, the Soros Foundation had contributed to overcome the breakdown of the communications in the country. Finally the Soros Foundation had cultivated men of talent to lead their country to a free and market-oriented one. In a brief, Soros made clear the way for the post-communist societies. So it is exaggerated that Soros and his foundations had a crucial role to break the Communist systems in East-Central Europe. As a success of the Soros project in Hungary, he organized a network of foundations that operate in 31 countries throughout all over the world.
