미국의 이중언어교육법 변천과정에 대한 고찰

국문 초록

  본 논문은 지구촌의 대표적인 다문화？다민족 국가인 미국에서 시행되는 이중 언어교육에 대한 변천과정을 고찰하고, 다문화 사회로 급격히 진행되고 있는 한국의 이중언어교육에 대한 유익한 시사점을 모색하고자 한다. 미국의 이중언어교육법과 정책에 대한 연구결과에 따르면, 이중언어교육과 관련된 논쟁점은 크게 세 가지로 나타났다. 첫째, 누가 이중언어교육에 대한 통제권을 행사할 것인가?, 둘째, 공식어인 영어만(English only)을 사용할 것인지 아니면 모국어도 함께 사용할 것인가?, 그리고 셋째, 이중언어교육에 소요되는 비용은 누가 부담할 것인가?에 대한 것이었다. 대개, 이중언어교육은 시행초기에는 연방정부가 강력한 리더십을 발휘하고 체계가 잡힌 다음에는 주정부와 지방정부로 권한이양을 하는 경향이 있었다. 비용의 경우에는 중앙정부의 부담에서 점진적으로 주정부로 옮겨가고 있지만 여전히 중앙정부가 지원체계를 유지하는 것이 중요했다. 또한 공교육의 형식을 띠는 이중언어교육의 대상에 대해 최고법원은 미국에 거주하는 모든 국민-불법이든 합법이든-이 수혜대상자가 되어야 한다는 판결을 내렸으며, 사용언어도 영어만이 아닌 영어와 모국어를 병행해야 한다는 주장이 설득력을 얻고 있다. 이중언어교육에 대한 미국 사회의 이러한 논쟁점은 한국에서 향후 수립 또는 제정될 이중언어교육에 관한 정책이나 법제의 방향이나 성격과 결코 무관하지 않으며 시급히 논의되어야 할 사안으로 사료된다.

영문 초록

  This study aims to draw the implications for the Korean government"s bilingual education policies of the future through a study on the transition processes of the Bilingual Education Act of America.
  The results of the study show that the Bilingual Education Act of America was reauthorized according to social-economic environments and the needs of students. During the last forty years since 1968 the debate focused on three questions: ① Who should control education-the federal government or the local government? ② Should schools teach exclusively in English or allow the native language to be used? ③ Who should pay for bilingual education programs-the federal government or local school district?
  First, At the inception of the bilingual education programs around the country the federal government positively takes part in the education and transfers power to each state and local government. Second, Although schools used to teach exclusively in English before Lau case, now they allow the native language to be used. Third, Federal government pays for the bilingual education program in the early stage and shares each state and local government after the program put down roots.
  Korea rapidly goes into a multicultural and multiethnic society with the fast pace than we have thought. Korea needs a bilingual education law or policy for immigrant and their children. In the process of preparing for bilingual education programs Korea needs lessons and implications that legislative history of America has shown.
