초등학교 취학 연령 및 유예 기준에 대한 국제 비교연구

국문 초록

  본 연구는 비교교육의 관점에서 주요 선진국의 초등학교 취학 연령 및 유예 기준과 절차 등을 비교하여 우리나라에의 의무교육 정책에의 시사점을 제시하는 데 목적이 있다. 미국, 캐나다, 중국, 일본, 싱가포르, 영국, 프랑스, 독일 그리고 스웨덴 등의 주요 선진국의 취학 연령은 대부분 만 6세 전후로 규정하고 있지만, 나라별로 탄력적으로 운영하고 있으며, 취학 유예는 의무교육과 의무학교교육의 관점에서 그 사유를 명확히 함으로써 단순히 학부모의 선택으로만 판단하지 않게 하고 있다. 우리나라의 경우는 2009년 3월에 초등학교를 입학하는 아동부터 취학연령 기준이 변경되고 학부모의 선택만으로 1년 범위 내에서 조기 입학이나 입학 연기가 가능하게 되어 문제의 소지가 남아 있다. 따라서 의무 취학 연령과 유예에 대한 판단에 있어서 취학 연령과 유예의 간편성, 자의성 그리고 형식성이 의무 취학 대상 아동에게 어떤 교육적 및 발달적 이득이 있는지, 그리고 취학전 교육에서 의무 취학 단계로의 전환시 적절한 지원 체제 및 적령 아동에 대한 지속적인 연구 그리고 의무 취학 연령의 탄력적 운영에 대한 보다 다원적인 접근을 통한 심도있게 논의가 필요하다.

영문 초록

  The purposes of this study, by comparing and analyzing the compulsory attendance age and deferment at the compulsory schooling in Canada, United States, the People"s Republic of China, Japan, Singapore, England, France, Germany and Sweden, is to find out the suggestion for the policy of compulsory education in Korea. Educational development is very closely related to the national development, and in those educational developments, compulsory education is major factor of the educational system. Thus all countries have systemized the compulsory education for educational development as well as national development. Korea also had developed the compulsory education system in accordance with the other countries in the world. The attendance age and deferment of compulsory schooling are relatively differ according to the contexts of countries. The attendance age of many countries is, for the most part, six-years, but according to country, it is being applied flexibly. But in case of attendance deferment, establishing clear-cut reason of deferment in a points of compulsory education and compulsory schooling, simply it is not decide on deferment by only choice of parents. For the quality of compulsory education, the attendance age and deferment should be thoughtfully considered by the nature and development of child, and tt is necessary more in-depth discussion about the flexible application of attendance age and deferment.
