광양항의 컨테이너 환적항 발전전략

국문 초록

  우리나라는 투포트시스템 정책에 따라 부산과 광양항을 동북아의 환적중심항으로 개발 해왔다. 그러나 2007년 들어 환적화물량의 급격한 감소로 광양항의 물동량이 전년대비 2.8% 감소하였다. 이에 정부의 환적중심항정책을 점검 및 보완할 요구가 제기되었다. 본 논문은 광양항의 수준을 파악하기 위해 국내외 주요 선사 및 운영사의 환적항 결정요인 인식에 기초하여 동북아 7항만을 평가하고, 광양항의 부족한 점을 점검해보았다. 연구 결과 국내외 주요선사들은 광양항을 높게 평가한 반면, 국내 운영사들은 매우 낮게 평가하였다. 향후 광양항은 선사전략 복합운송연계성, 수출입지 및 피더항근접성을 보완해야 할 것으로 나타났다.

영문 초록

  Korea has been made an effort of the two-port system policy in developing the transshipment hub ports of Gwangyang and Busan at the northeast Asian region. However, the cargo volume of Gwangyang container port in 2007 was reduced 2.8% than that of 2006 in consequence of a sharp decline of transshipment cargo. Therefore, this paper tried to evaluate the seven representative northeast Asian container ports based on the decision factors of the transshipment container port at Park and Sung (2008) to review the port development policy in the Korean government. Furthermore, the determining factors, which the Gwangyang port needs to be one of the transshipment hubs in northeast Asia, were tried to present. As this study, the domestic and international shipping companies were evaluating the port as a high level, but the operating companies and port authorities as an extremely low level. This study recommends the Gwangyang port make up for deficiencies such as liner"s strategies, intermodal linkages, the closeness to export and import areas, and feeder ports, etc.
