국문 초록

  이 논문은 캐나다의 브로드밴드 정책에 있어서 연방정부의 역할에 대한 연구이다. 캐나다 정부는 2000년 전국 모든 지역공동체에 브로드밴드를 연결하겠다는 정책목표를 선언하고 그 실현을 위한 야심찬 국가전략을 수립하였다. 당시 국가 정보통신 부문의 핵심 인프라로서 주요 국가들이 브로드밴드 구축을 추진하였으며, 시장의 중요성과 함께 정부 역할의 중요성이 지적되었다. 이 논문은 캐나다의 브로드밴드 정책 수립에 있어서 연방정부가 중앙집중적, 전략적, 선행적으로 접근하였지만, 정책 집행 과정에서는 분절적, 분산적 측면이 부각되었으며, 정책 결과도 당초 의도한 바와는 상당한 괴리가 있었음을 지적한다. 또 본 연구는 정책 네트워크에 초점을 맞춘 제도주의적 접근을 통해, 캐나다의 브로드밴드 부문에서는 정책 환경의 구조적 요인으로 인해 다수의 정책 네트워크가 중첩되어 나타나며, 이는 연방정부가 의도한 정책의 수립과 집행 전 과정의 전략적 일관성이나 효과성을 확보하기 어려운 요인이 되었음을 지적한다.

영문 초록

  This paper is about the role of Canada"s federal government in broadband infrastructure policy. In 2000 Canadian government declared that it would connect every community in Canada to broadband network, and formulated an ambitious national strategy to carry out the goal. At that time, major countries around the world pursued expansion of broadband network, and the importance of governmental role was a frequent topic of discussion. In the policy formulation stage, Canada"s broadband policy was notable with its proactive, centralized and strategic approach. In the implementation stage, however, broadband policy seemed fragmented and dispersed, with a significant gap between the declared goal and the policy output. Adopting institutionalist perspective with a focus on the policy network, this research suggests that due to structural factors in the policy environment, a number of different policy networks can be observed in Canada"s broadband policy and that such a situation made it hard for the federal government to maintain intended strategic consistency and effectiveness throughout the policy process.
