전작권 전환의 의미와 한국 안보정책의 방향

국문 초록

  본 논문은 2007년 초 한미간에 합의된 한국군에 대한 전시작전통제권 전환이 갖는 국가안보적 의미를 알아보고 전작권 전환 이후 한국 안보정책의 중점사항에 대해 군사, 대북, 외교 정책 등 3분야로 나누어 논의하였다.
  6ㆍ25전쟁 초 맥아더 유엔군사령관에게 맡겨졌던 작전통제권은 1978년 한미연합사 창설을 기해 한국군과 미군이 공동으로 행사하게 되었고, 1994년부터는 평시 작통권은 한국이 단독으로 행사해오고 있다. 이번 전작권 환수 결정은 일차적으로는 한미 군사지휘 체계가 통합구조에서 병렬ㆍ협력 구조로 변화함을 의미한다. 이는 단순한 한미 군사협력의 구조변화를 넘어 한국군과 한국외교의 자율성 제고를 통해 한미관계가 한 단계 더 성숙되는 계기가 될 것이다. 물론 기회와 함께 도전도 있다. 국가안보를 주도적으로 지쳐나갈 군사적, 외교적 역량 강화가 필요하게 된 것이다 전작권 환수를 대비하여 본 논문은, 군사적 측면에서 충분한 억지력의 확보와 유엔사개편, 대북 정책 측면에서는 적극적인 남북한간 군사신뢰구축 조치추진과 북한의 주한미군 철수요구 대비, 그리고 외교적으로는 한미간 신뢰강화와 동북아 역외 지역에서의 한미 공조활동 강화 등을 제안하였다. 기존의 한미동맹을 보다 효과적으로 활용하면서 아울러 더욱 능동적이고 실용적인 외교력 발휘도 주문하였다.

영문 초록

  This paper aims at analyzing implications of the wartime operational control transfer that was agreed in early 2007 between Korea and United States and making some suggestions for the future direction of Korean national security policy. The Operational Control over ROK armed forces was first handed over to the UN Command during the Korean War, and next to ROK-U.S. Combined Forces Command in 1978. Since 1994 Korean Joint Chief of Staff began to exercise alone the peacetime operational control authority.
  Institutionally, operational control transfer means a change in the command structure from a integrated to a separated, but cooperating one. ROK armed forces will playa leading role while the U.S. military a supporting role. This implies more than just a structural change of the Korea-U.S. alliance. This can lead to a beginning of more matured and upgraded Korea-U.S. relations as a whole by allowing increased Korea"s military and diplomatic autonomy. It also poses challenging tasks to Korean government and military. This paper suggests: Korea government must sustain the deterring capability against North Korea and restructure the role of UN command; It must seek more actively to take military confidence building measures with North Korea and dodge the North Korean insistence on withdrawal of the US forces in Korea; It must put more effort to strengthen mutual trust between Korea and United States and increase its cooperation with the U.S. in the areas other than Northeast Asia.
