영문 초록

  The present paper is a culmination of a seminar hosted by KCLA in the week nationally celebrating the 20th anniversary of the June Pro-Democracy Movement of 1987, which laid the cornerstone for the country"s democracy by ending decades-long authoritarian rule. Thus, attempts were made by the writer in the first place to evaluate the epoch-making democratization event, with a view to establishing a basic orientation as to the contemporary political process of Korea. Admittedly, different views are being put forward at this time on the future course of politics in Korea to be taken, "democracy beyond Democratization" on one hand, and "advanced strategy beyond Democratization" on the other.
  Among the most problematic areas, constitutionally or otherwise, 12 issues or enactments are dealt with, some of which came under fire in and out of the National Assembly let alone the press. Minimum requirements on the number of Assemblymen to introduce a bill raise unique constitutional as well as political issues with little possibility of a revision, since splint parties and independent members are expected to oppose rather strongly.
  Another contentious point relates to the scope of powers in the case of the Legislative and Judiciary Committee on the examination of legality and wording. It would not be so much a constitutional issue as a matter of partisan politics.
  Election laws and laws pertaining to the political parties and funds have been quite extensively analysed with particular references on their issues of constitutionality. Most conspicuous feature of this paper, would have to be the writer"s criticism on the judicial policy and the management of the election litigation.
