우리나라 특수학교의 학교사회복지에 관한 연구

국문 초록

  본 연구는 국내 특수학교의 학교사회복지 실현을 위하여 학교사회복지 지원 실태 조사 및 지원에 관한 교사와 학부모 간의 인식 비교를 통하여 우리나라 특수학교의 학교사회복지 실천 개선방안을 모색하는데 그 목적이 있다. 연구대상은 2006년 143개 특수학교 중 유치학교만 운영하는 12개의 특수학교를 제외한 전국 특수학교의 교장, 교사, 학부모 대상으로 설문 조사하였으며, 학교사회복지 개선방안을 알아보기 위해 교장 2인, 시 교육청 특수교육 담당 장학관 1인, 학교사회복지 전공 교수 1인 그리고 학부모 2집단으로 면접을 실시하였다. 연구결과, 첫째, 특수학교의 학교사회복지실태에 대한 인식은 시설, 학생, 교육, 가정 그리고 지역사회연계지원 영역 중 학생지원 영역이 가장 높게 나타났고, 지역사회연계지원 영역이 가장 낮게 나타났다. 둘째, 특수학교 학교사회복지 실태에 대한 교사와 학부모간의 인식 차이는 시설지원영역을 제외한 나머지 4개 지원 영역에서 학부모가 교사에 비해 낮게 나타났다. 셋째, 특수학교 학교사회복지 실천을 위한 개선방안으로 학교-가정-지역사회를 연결하는 생태체계적 관점의 포괄적인 ‘특수학교사회복지체계’를 구성하여 상호 유기적으로 연결되어야 함을 보여주었다. 이러한 연구결과를 바탕으로 특수학교 학교사회복지를 위한 실천 방안을 몇 가지 제안하였으며, 본 연구의 후속연구로 각 지원영역에 대한 세부 프로그램 연구와 그에 따른 실천연구가 지속적으로 이루어져야 할 것이다.

영문 초록

  The purpose of this study was to investigates the notion and the current state of school social welfare in the light of special education; to examine the reality of school social welfare in domestic special schools and people"s perceptions for it; to examine various environments and problems of impeding the educational achievements of students with disabilities with the ecological approach; and finally to improve the quality of their life and education.
  For this, principals, teachers, and parents in special schools throughout the country were selected as the subjects of the study; interviews and questionaries were made to find out the present state of school social welfare and differences in understanding between parents and teachers; and their responses were analyzed through various statistical methods such as t-tests, ANOVA, and Chi-square tests.
  The results of analysis are like the following:
  First, understanding in the school social welfare of domestic special schools was highest in “student support area” and lowest in “links with community area”, among facility support, education support, family support, and links with community. Second, in four support areas, except for facility support area, parents" understanding was lower than teachers".
  These results show that ‘the social welfare system of special schools’ should be an ecologically inclusive supporting system that links school-home-community. It should consist of subdivided areas like facility support, student support, family support, and community support, all of which should be connected organically to access more closely to the problems of students. In addition, principals and teachers should make changes in their understanding of school social welfare, for which consistent education and training should be provided for them.
  In conclusion, to practice school social welfare, school social welfare should be systemized and social workers must be placed in every special school. For this, an extra budget for school social welfare should be reserved within the education budget; systematical supports should be provided through policies like Special Education Promotion Acts to secure services for students with disabilities, which requires coordination and cooperation between related departments; finally the special education circle should have consistent interest and challenge for changes.
