국문 초록

현재, 전 국토의 도시화 현상 및 지방자치시대가 본격화 되면서 주민들은 토지권리에 대한 재한사항에 많은 관심을 기울이게 되었고, 이로 인해 민원ㆍ행정업무의 주민 요구사항이 복잡하고 다양한 형태로 전개됨에 따라 이를 해결하기 위한 통합 토지이용관리 시스템이 필요성이 제기되고 있다. 본 논문은 토지 이용에 관련된 민원업무 및 행정업무를 통합전산화 함으로써 토지 이용에 관련된 전반적인 사항을 분석, 수정하고, 이에 관련된 각종 문서를 발급하기 위한 토지이용관리 시스템을 개발하기 위한 것이다. 본 연구를 통하여 개발된 시스템은 데이터베이스 서버, 데이터 입력 PC, 대장 발급 PC와 DBMS 서버로 총 4개의 컴포넌트로 구성되어 있다. 데이터베이스 서버는 운영체제를 Windows 2000 server를 사용하였고, DBMS(Database Management System)으로는 SQL Server를 사용하였다. 데이터 입력 PC는 데이터베이스 서버에 자료를 전송하기 전에 대장 발급 PC에 호완이 가능하도록 데이터를 수정, 편집, 그리고 변환하는 PC를 말하며, 대장 발급 PC는 데이터베이스 서버에서 자료를 받아 토지 이용 관리 애플리케이션을 통해 발급하는 기능을 가진 PC를 말한다. 데이터베이스 서버의 데이터 입력 PC는 상용 프로그램을 가지고 구축하였으며, 대장 발급 PC의 애플리케이션인 토지 이용 관리 시스템은 GDK를 기반으로 개발하였다. 본 연구를 통하여 개발된 토지 이용 관리 시스템으로 토지 이용 관리 업무를 효율적으로 처리할 수 있었고, 여러 기관에서 발급된 주제도를 통합 관리함으로써 관리자 및 민원인의 불편을 최소화 할 수 있을 것으로 사료된다.

영문 초록

Currently, the urbanization of the entire national land and the establishment of local/regional self-governing systems have been being regularized in full scale. Accordingly, land and/or property owners throughout the nation have become keenly interested in the overall issues surrounding their rights as land and/or property owners. As their demands for their rights and the areas of issues involved become more complex and varied, the government offices handling these issues have been trying to standarize and regulate civil and administrative policies in place, Which can cover all the variety of these demands and needs involving land and property ownership. Also, due to the rapid urbanization, we observe an ever increasing needs for mapping of land use for multiple purposes. The purpose of this study is to develop a land use management system. The system developed for this system consists of four components a server operation system, a database management system servel, a data inputting personal computer, and an official document offering computer. The Windows 2000 server was used for the data base server operation system and SQL server was used for the database management system. The data inputting personal computer cleans, edits and transforms the data prior to transmitting it to the official document offering computer in order to facilitate the communication of the data between the two computers. The official document effering computer is a PC which applies the land use management system to the data it receives from the database server and generates official documents. The database server and the data inputting personal computer were built using the commercially available pregrams and the application software at the official document offering computer, "land use management system", was developed on the bassis of GDK. The result of this study proves that the land use management system developed for this study can enhance the efficiency of managing issues involving land use. It also indicates that we can alleviate the complaints raised by the administrative staff and by the public discontentors if we manage land use by integrating the thematic maps issued by the various administative branches.
