가족돌봄아동․청소년의 발굴과 지원에 대한 현장전문가의 경험과 인식

국문 초록

본 연구는 접근이 어렵고, 잘 드러나지 않는 가족돌봄 아동․청소년 집단의 발굴과 지원에 관한 현장 실무자들의 경험과 인식을 심층적으로 탐색하기 위해 수행되었다. 이를 위해 교육복지, 사회복지, 공공 분야의 현장전문가 16명을 대상으로 총 3회에 걸쳐 초점집단인터뷰(FGI)를 진행하였다. 자료 분석 결과, ‘발굴 및 의뢰 경로’, ‘발굴 및 지원의 장애요인’, ‘발굴 및 지원체계 마련을 위한 핵심 과제’영역에서 각각 세 개의 주제가 도출되었고, 전체적으로 17개의 하위주제가 확인되었다. 주요 결과를 요약하면 첫째, YC는 ‘자발적 신청 및 비공식적 자원’, ‘기관 내부 협력 및 데이터 활용’, ‘지역사회 네트워크’ 등 다양한 방식으로 발굴․의뢰되었으나, 초기에는 YC로 명확히 인식되지 않았고, 다른 이유로 의뢰된 경우가 많았다. 둘째, 발굴 및 지원의 장애요인은 ‘외부 개입에 대한 심리적 저항과 가족돌봄을 당연시하는 태도’, ‘기관의 무관심과 자원 부족’, ‘지원대상자 선정기준과 예산의 한계’로 구분되었다. 셋째, 발굴 및 지원체계 마련을 위한 핵심 과제는 ‘YC 지원 및 보호를 위한 법적 근거 마련,’ ‘효율적 발굴 및 지원을 위한 전문인력 확충 및 서비스 체계 정비’, ‘YC에 대한 사회적 인식 개선 및 고취’로 범주화되었다. 연구 결과를 바탕으로 YC 발굴 및 지원을 위한 정책적․실천적 함의를 제시하였다.

영문 초록

This study aims to explore welfare professionals’ experiences and perceptions in identifying and supporting young carers. Focus group interviews (FGIs) were conducted with 16 welfare professionals from the fields of education welfare, social welfare, and local government, organized into field-specific groups. As a result, three main themes emerged in each of the following areas: “identification and referral pathways,” “barriers to identification and support,” and “key tasks for establishing a support system.” Overall, a total of 17 sub-themes were identified. First, ‘identification and referral pathways’ were categorized into (1) ‘referrals through voluntary applications and informal resources’, (2) ‘identification through collaboration and data utilization within the organization’, and (3) ‘case referrals via community networks’. Second, ‘barriers to identifying and supporting young carers’ were categorized into (1) ‘psychological resistance to external intervention and the perception that family caregiving is natural’, (2) ‘organizational indifference and lack of resources’, and (3) ‘limitations in beneficiary qualification and budget constraints’. Third, ‘key tasks for establishing identification and support system’ were categorized into (1) ‘enacting a law to support young carers’ (2) ‘expanding the number of welfare professionals and enhancing efficiency of support systems’, and (3) ‘promoting social awareness of young carers’. Policy and research implications for improving the identification and support for young carers are discussed.
