국문 초록

「기초학력 보장법」이 실행된 지 1년 6개월이 지난 지금, 학교 현장에서는 기초학력 정책의 이행 관련 크고 작은 변화가 많이 있었다. 이 논문에서는 「기초학력 보장법」의 실효성을 높이기 위한 방안을 제시하고자 하였다. 그 방안으로 이 논문에서는 먼저 학습지원 대상학생의 지원 요구의 성격을 분석하고, 이를 충족시켜주기 위한 방안으로 크게 다섯 가지를 제안하였다. 첫째, 기초학력 개념은 3R 중심의 기초학습기능과 각 학년별, 교과별 최소한의 도달 수준과 영역 설정으로 이원화하여 정교화, 조작화 해야 한다. 둘째, 학습지원 대상자 범위에 학습장애 학생을 포함시키되, 특수교육대상자는 특수교육 서비스로 학습지원이 불가할 때에 한해서만 지원 대상이 되도록 해야 한다. 셋째, 학습지원 대상자 지원협의회 기능을 구체화하고 활성화해야 한다. 넷째, 학습지원 담당교원을 별도로 확보하여 배치하여야 하며, 그 역할을 구체적으로 규정해야 한다. 다섯째, 지원 인력의 실질적인 증원과 배치를 통한 국가와 지방 교육청의 책무성 강화가 필요하다. 이러한 제안들이 실현될 경우 「기초학력 보장법」의 실효성은 더욱 높아질 것으로 기대된다.

영문 초록

One year and six months after the Basic Education Guarantee Act was signed into law, there have been many small and large changes in the implementation of the basic academic achievement policy in schools. Although it is still too early to discuss the effectiveness or achievements at this point, this study aims to suggest ways to improve the effectiveness of the Basic Academic Achievement Guarantee Act. To do so, this paper first analyzed the nature of the support needs of the students targeted for learning support and proposed five areas to meet them. First, the concept of basic education should be elaborated and manipulated by dividing it into 3R-centered basic academic skills and minimum achievement levels and areas for each grade and each subject. Second, students with learning disabilities should be included in the scope of learning support recipients, but special education recipients should only be eligible for support when special education services cannot support their learning. Third, the function of the school committee for supporting learning should be clarified and activated. Fourth, the number of teachers in charge of learning support should be separately secured and assigned, and their roles should be specifically defined. Fifth, strengthen the accountability of national and local education authorities by substantially increasing and deploying support personals.
