사회복지관의 농(聾)노인 대상 프로그램 분석연구: 농문화 전승자로서의 역할을 중심으로

국문 초록

본 연구는 농인을 언어적 소수자의 차원에서 이해하는 관점이다. 이에 농노인의 ‘농문화 전승자’ 역할을 중심으로 청각장애인 사회복지관의 농노인 대상 프로그램들을 분석하였다. 서울시 3개 청각장애인 사회복지관들에 농노인 대상 프로그램을 조사하였고, 더불어 홈페이지에 게시된 프로그램 홍보문과 담당 사회복지사를 통해 구할 수 있었던 프로그램 안내문 등의 자료들도 분석 자료로 활용하였다. 또한 각 농노인 프로그램을 운영하고 있는 사회복지사와 대면, 전화, 서면 등의 방법을 통해 면담자료를 분석하고, 이 분석은 Reagan(1985)과 Holcome(2012)의 농문화 요소를 바탕으로 수행하였다. 결론적으로 본 연구를 통해 세가지 차원의 결과들을 도출하였다. 첫째, 현재 농노인 대상 프로그램은 정보 접근을 높이기 위한 교육과 다양한 문화생활 제공, 농어르신과의 친목도모, 심리안정 지원, 건강지원을 목적으로 하고 있다. 둘째, 소극적인 방식으로 농문화를 반영하고 있는 프로그램들이 일부 있으나, 의도적으로 농문화를 반영한 프로그램은 극히 빈약하다. 셋째, 농인에 대한 관점은 전통적인 의료모델에서 벗어났으나 사회모델을 넘어 언어적․문화적인 관점으로 농인을 인식하는 데 한계점을 발견할 수 있었다. 이에 본 연구를 통해 사회복지 분야에도 농인관련 교육과정의 도입, 전문 농인사회복지관의 확대, ‘농문화 전승자’로서 농노인의 강점을 반영한 프로그램 개발들을 제안하였다.

영문 초록

This study started from the perspective of understanding the deaf at the level of a linguistic minority. Accordingly, programs for the deaf elderly at the hearing-impaired social welfare center were analyzed, focusing on the role of the deaf elderly as a “transmitters of deaf culture.” The programs targeting elderly deaf individuals in three hearing-impaired social welfare agencies in Seoul were surveyed and analyzed based on promotional materials posted on their web sites and program brochures obtained through the cooperation of social workers. Additionally, data from interviews conducted through face-to-face meetings, telephone conversations, and written correspondence with social workers operating each program were analyzed. This analysis was conducted based on the elements of Deaf culture proposed by Reagan (1985) and Holcome (2012). In conclusion, three dimensions of results were derived through this study. First, the current programs targeting elderly Deaf individuals aim to enhance information accessibility through education, provide various cultural activities, promote social interaction with elderly Deaf individuals, offer psychological support, and provide healthcare support. Second, while there are some programs that passively reflect Deaf culture, intentional programs that explicitly incorporate Deaf culture are limited. Third, it was found that although these programs have moved beyond a traditional medical model in recognizing Deaf individuals, there are limitations in perceiving Deaf individuals from a linguistic and cultural perspective beyond the social model. Therefore, this study suggests the introduction of education related to Deaf individuals in social welfare departments, expansion of specialized deaf social welfare agencies, and the development of programs that reflect the strengths of elderly Deaf individuals as “transmitters of Deaf culture.”
