국문 초록

본 연구는 특수학교 학교기업 운영 정책을 평가하기 위한 평가준거를 개발하는데 그 목적이 있다. 이를 위하여 본 연구에서는 CIPP모형을 활용하여 특수학교 학교기업 운영정책 평가를 위한 3개 평가단계, 6개 평가영역, 23개 평가준거를 개발하고 이를 경험적으로 검증하기 위해 장애학생 진로·직업교육 담당 교육연구사 및 시·도 교육청 소속 특수교육 담당 장학사를 패널로 선정하여 델파이 조사를 실시하고, 내용타당도 검증을 시행하였다. 연구결과는 다음과 같다. 첫째 평가영역은 정책수립단계, 정책과정단계, 정책산출단계로 도출되었으며, 3개 영역 모두 타당한 것으로 나타났다. 둘째, 정책수립단계의 평가영역으로는 상황 과 투입 영역이, 정책과정단계의 평가영역으로는 과정 과 조정 영역이, 정책산출단계의 평가영역으로는 산출 과 환류 영역이 도출되었으며, 모두 타당한 것으로 나타났다. 셋째, 각 영역별로 도출된 23개 평가준거는 모두 타당한 것으로 나타났으며, 타당도는 4.9이상으로 높게 나타났다. 본 연구를 통하여 개발된 평가준거는 특수학교 학교기업 운영 정책의 성과를 진단하고 특수학교 학교기업 정책을 위한 시사점을 도출하기 위한 정책평가 연구의 기초연구로서 그 의의가 있을 것이다.

영문 초록

The purpose of this study is to develop criteria for evaluating the management policy of school enterprises in special schools. To this end, this study developed three evaluation stages, six evaluation areas, using the CIPP model, and 23 evaluation criteria for the management policy of school enterprises in special schools, and conducted a Delphi survey by selecting education researchers in charge of career and vocational education for disabled students and verifying their content validity. The research results are as follows. First, the evaluation area was derived from the policy establishment stage, the policy process stage, and the policy calculation stage, and all three areas were found to be valid. Second, the situation and input areas were derived as evaluation areas of the policy establishment stage, the process and adjustment areas as evaluation areas of the policy process stage, and the output and return areas were all valid. Third, all 23 evaluation criteria derived for each area were found to be valid, and the validity was higher than 4.9. The evaluation criteria developed through this study will be meaningful as a basic study of policy evaluation research to diagnose the performance of the special school school enterprise operation policy and derive implications for the special school school enterprise policy.
