국문 초록

최근 중등학교에서 한시적으로 정규 교원을 대신하는 기간제 교사가 급속히 증가하고 있다. 기간제 교사는 정규 교원과 동일한 자격을 가지고, 동일한 장소에서, 동일한 업무를 담당하지만, 고용이 불안정한 임시교사이다. 이 연구의 목적은 기간제 교사와 정규 교원의 비대칭성을 능력주의 원칙에 따른 교원임용시험과 관련하여 살펴보는 것이다. 비대칭성이란 교사들이 서로를 우리와 그들로 구분하고 상대방을 불평등하게 대비하는 것을 말한다. 두 집단의 비대칭성을 분석하기 위해 기간제 교사와 관련된 법규, 정책, 보고서, 선행연구 등을 검토했다. 연구 결과, 기간제 교사와 정규 교원의 주된 비대칭성은 고용의 불안정성이었다. 이러한 비대칭성은 능력주의 임용 원칙에 따른 임용시험의 합격 여부와 관련이 있었다. 임용시험에서 합격한 정규 교원은 고용과 삶이 안정적이지만, 임용시험에 합격하지 못한 기간제 교사는 부정적 타자화, 개별화된 책임, 몫의 비대칭적 배분 등을 경험했으며, 노동조합과 같은 정치적 조직화도 제약받았다. 기간제 교사는 임용시험에 불합격한 이등 교사가 아니라, 새로운 유형의 교사로 인정받아야 한다. 아울러 능력에 따른 임용시험을 재검토하고 그 대안을 모색할 필요가 있다. 기간제 교사가 존중받으면서 교직을 수행할 수 있는 조건을 제공할 필요가 있음을 제안하였다.

영문 초록

The purpose of this study is to analyze the asymmetry of regular and irregular fixed-term teachers in relation to the teacher employment examination. Since 1990 s, the number of irregular teachers who are hired to cover maternity and child leave of regular teachers has increased rapidly. Irregular teachers have the same qualifications and perform the same tasks at the same school with regular teacher. The main asymmetry between regular and irregular teachers is the difference in employment precariousness. Irregular teachers are not much different from regular teachers, but they are only temporary teaching jobs. This is related to the teacher employment exam based on the meritocratic principles. Irregular teachers has experienced negative othering, individualized responsibilities for precarious employment, asymmetrical distribution of right and advantages, and difficulty in organizing their union. Irregular teachers should be recognized as a new type of teacher not as second-level teachers who failed the exam. We need to review the limitations of the teacher employment exam based on meritocracy and seek its alternatives. Irregular teachers should be respected, and conditions should be created to respect them.
