고교학점제를 통한 고교 정책 하위체제 간 연계 방향 탐색: 한국, 미국, 핀란드 사례를 중심으로

국문 초록

고교학점제는 교육과정 개혁, 교수학습 및 평가방법 개선, 교원 수급 및 전문성 개발, 그리고 대학입시와의 연계를 전제로 하는 고교 교육체제 전반의 변화를 요구하며, 학생성장 및 진로 맞춤형 교육 중심의 고교교육 패러다임 전환을 목적으로 하는 정책적 의미를 지닌다. 그러나 그간 고교정책 하위체제 간 연계의 필요성에 대해서는 인식하면서도 어떤 양상으로 이를 연계될 수 있는가 하는 거시적 관점에서의 논의는 다소 제한된 측면이 있었다. 이에 본 연구에서는 학점제가 오래 시행되고 있는 미국과 핀란드에서 특정 패러다임을 바탕으로 어떻게 고교정책 하위체제들이 연계되어 학점제를 지탱하고 있는지를‘지배적 가치, 목표, 전략, 활성화된 구조, 과정, 교수-학습 기술’의 여섯 가지 비교 준거를 제시하는 Phillips & Ochs(2003)의 정책차용론의 이론적 틀과 준거를 중심으로 살펴보고, 한국 고교학점제의 현주소와 가능성을 살펴보고자 하였다. 이를 통해 고교학점제 정책이 지향하는 바가 실천적 차원에 이르는 데 요구되는 정책 하위체제 간 연계의 중요성과 제도적 지원방안에 대한 다양한 시사점을 도출하였다.

영문 초록

Korean high school credit system calls for the reforms of overall high school educational system including curriculum, teacher development and supply, teaching strategies, types of evaluation methods and college entrance requirements. In this regard, it is fair to say that the aims of this policy ultimately lies in changing the whole paradigm of high school education. However, the academic discussions on how to align high school sub-policies to promote the High school credit system have been limited. To explore the desirable alignment direction suitable in Korean context, this research scrutinized the linkage of sub-policies in other countries where high school credit system has been implemented for a long time. As a methodological criteria to examine the sub-policies, policy borrowing theory by Phillips & Ochs(2003) was applied and re-modelled for this research. Additionally, the classification of the educational system paradigms by Sahlberg(2007, 2010) was referred as the criteria to select and discuss the cases of reference countries, the U.S. and Finland, both of which represent the global or neo-liberal educational system and knowledge society educational system respectively. We found the significance of sub-policy alignment and systemic support for the policy effect to reach the practical level.
