연계고용제도 개편방안: 전문가 인터뷰를 중심으로

국문 초록

이 연구는 연계고용 제도를 이용하고 있는 장애인 표준사업장, 장애인 직업재활시설 관계자와 부담금 납부 사업체관계자의 인터뷰를 통하여 연계고용제도 개선을 통한 중증장애인 고용확대 방안을 마련하고자한 연구로 연계고용 부담금 감면제도에 관한 전문가 인터뷰 내용 분석 결과 3개의 범주와 13개의 하위 범주로 구성되었다. 먼저 연계고용 사업의 영향에서는 일자리 창출효과와 임금상승 효과는 미미한 것으로 나타났고, 부담금 감면과 관련해서는 효과가 있는 것으로 나타났다. 둘째, 연계고용제도 활용의 애로사항과 관련해서 연계고용관련 정보부족, 제도 진입장벽 부족, 도급품목 제한, 계약 시 애로사항(물품가격 기대 불일치, 계약당시 감면율 예측의 어려움), 부담금 납부 업체 집단 연계고용제도 부담금 감면 비율의 지속적 감소 등이 나타났다. 셋째, 장애인 고용 확대를 위한 연계고용 개선방안과 관련해서 연구 참여자들은 도급 인정기준 확대(물품, 재화, 용역), 직접생산품목 기준 완화, 계약행정개선(선승인 제도 도입, 계약당시 감면액 공개), 부담금 감면산식 개선(고용인원 월별 산출보다 연평균 고용률 인정, 분모를 전체 매출액이 아닌 연계고용 매출액으로 산정, 보수총액 추가 (안)에 대한 반대, 도급 비율에 연간 장애인 근무 시간과 평균 근로자 수 적용, 담금 감면율 적정 수준 유지, 매출액 대비 장애인 신규고용 창출 비율을 지표로 활용)이 필요한 것으로 조사되었다. 이러한 연구결과를 바탕으로 정책적 방안을 제언하였다.

영문 초록

This study aims to prepare a plan to expand employment for the people with significant disabilities by improving the linked employment system through Focus Group interviews with stakeholder using Linked Employment System(LES) in standard workplaces for the people with disabilities, vocational rehabilitation facilities for the people with disabilities, and staffs in charge of LES and quota-levy system. As a result of analyzing the contents of FGIs, it was composed of 3 categories and 13 subcategories. First of all, the effect of job creation and wage increase was found to be insignificant in the impact of LES, and it was found that there was an effect in relation to the reduction of contributions. Second, There were many barriers with the use of LES : the lack of information about LES, difficulties to meet the basic requirements for using LES, restrictions on contracted items, difficulties in contracting, and continuous decreasing rate of reducing levies in terms of companies paying levies. Third, it was investigated that the research participants needed to expand the contract recognition standard, ease the standard for direct production items, improve contract administration, and improve the calculation of tax reduction and exemption in relation to the improvement plan for linked employment to expand the employment of the disabled. Based on these research results, a policy plan was suggested.
