국문 초록

본 연구의 목적은 엘리트 운동선수의 일탈문제를 국가사회구조적 접근을 통해 예방하고 해결하고자 정책요인을 탐색하고, 이를 모형으로 개발하는데 있다. 이를 시도하기 위한 방법으로 자문위원 15명을 활용하여 경험적 접근방법에 따른 델파이조사 방법을 활용하였으며, 주요 결론은 다음과 같다. 첫째, 엘리트 운동선수의 일탈문제 해결을 위한 정책개입집단은 운동선수, 지도자, 가족으로 구성되었다. 둘째, 엘리트 운동선수의 일탈문제를 해결하기 위한 정책은 개입시점에 따라 사전 예방정책 개입전략과 사후 대처정책 개입전략으로 구성되었다. 셋째, 엘리트 운동선수의 일탈문제를 해결하기 위한 모형은 관･학･민이 접근할 수 있는 분배정책, 재분배정책, 구성정책, 규제정책으로 구분하여 개발되었다. 본 연구결과는 추후 엘리트 운동선수 일탈문제 관련 정책기조 및 정책개발을 위한 기초자료 제시, 일탈 관련 연구들 간의 유기적인 결합을 가능하게 할 것이다.

영문 초록

The purpose of this study is to investigate policy elements for preventing and solving deviation problems of elite athletes through a national social structural approach, and to develop a model for this. As a method to attempt this, delphi investigation method according to empirical approach methods by utilizing 15 advisors, and the main conclusions are as follows. First, the policy intervention diagnosis for solving the deviation problems of elite athletes was composed of athletes, instructors and family. Second, policies for resolving deviation problems of elite athletes are comprised of prior prevention policy intervention strategies and follow-up response policy intervention strategies according to the time of intervention. Third, the model for solving deviation problems of elite athletes was developed by distinguishing into distribution policies, redistribution policies, composition policies, and regulation policies that government/academia/civil sectors can access. The results of this study can in the future provide basic data for policy basis and policy development related to elite athlete deviation problems, and also make organic combination between studies related to deviation possible.
