『춘추 좌씨전』을 통해 본 국가 간 신뢰에 관한 고찰 - 제 환공 시대의 맹약을 중심으로 -

국문 초록

현재 가깝게는 한, 일간의 지소미아 파기 및 상호간의 수출규제문제, 더 나아가서는 미국과 중국의 무역 전쟁 및 전 세계적으로 나타나는 군사적 갈등심화 등으로 인하여 세계정세가 복잡하고 불안한 형세이다. 이는 국제 정치의 추세가 조금이나마 국가 간 신뢰나 도리를 바탕으로 하여 교류와 화합을 우선으로 여기던 세계화 시대에서 힘의 경쟁을 통한 패권획득과 이를 통한 자국의 이익을 우선으로 여기는 고립주의 외교로의 변화로 더욱 두드러지게 나타나는 현상이라 할 수 있다. 한편 그동안 중요하게 여겨졌던 외교적인 관례나 국가 간의 합의 이행 여부 등은 눈앞에 나타나는 자국의 이익을 더욱 중시하는 풍토로 인하여 점차 외면되어 지고 있는데, 이는 국가 간의 관계에 있어서 더욱 혼란을 가중시키고 있다. 이러한 상황은 국가 간 지켜야할 기본적인 신뢰나 도리를 재정립시켜 줄 보편적인 정치철학의 확립이 필요한 시점이 다가왔음을 알려주는 반증이라고 할 수 있다. 그런데 이와 관련하여 논어, 맹자와 같은 경전을 중심으로 정치철학을 발전시켜 온 동아시아 국가들 사이에서는 국가 경영에 있어서 위정자가 가져야 할 덕목들을 유가사상을 바탕으로 명확하게 제시해 주었고 이를 실천하기 위해 부단히 노력해왔다. 그 중 중국 역사상 가장 혼란한 시대 중 하나인 춘추시대 은공 원년(BC 722)부터 애공 14년(BC 481)까지 241년 동안의 역사를 기록한 춘추는 이와 같은 사상의 내용이 어떻게 적용되는지에 대한 케이스 스터디로서의 역할을 담당할 수 있는 귀중한 문서이다. 특히 춘추의 공양전·곡양전·좌씨전이라는 세 개의 다른 버전 중 춘추 좌씨전에서는 경문에 나타난 내용에 대한 다양한 사례 및 제후와 관리들의 대화가 구체적으로 더해져 논어, 맹자와 같은 유가 경전에서 주장하는 덕을 중심으로 한 정치사상에 대한 근거와 사례를 제시해 줄 수 있기에 이에 대한 연구의 필요성이 절실한 상황이다. 본 연구는 이와 같은 춘추 좌씨전의 문헌 상 특징을 기반으로 제나라 환공의 시기에 체결된 맹약의 유형과 특징을 유가 정치사상에 비추어 검토해 보고 도출된 결론의 현대 국제 정치로의 적용 가능성을 타진해 보고자 한다.

영문 초록

The world situation is complicated and unstable due to the trade war between the United States and China and intensifying military conflict around the world. This is a transition to isolationist diplomacy that prioritizes gaining hegemony through competition for power and the interests of the country through this in the era of globalization, contrast to when the trend of international politics placed priority on exchange and harmony based on trust or reasoning between countries. On the other hand, diplomatic customs and whether or not to implement agreements between countries, which have been considered important so far, are gradually being ignored due to the climate that places more importance on the interests of their own country, which is intensifying confusion in relations between countries. This situation can be said to be a disproving that the point of time is approaching when it is necessary to establish a universal political philosophy that will redefine the basic trust or doctrine that must be observed between countries. In this regard, however, among East Asian countries that have developed political philosophy centering on the scriptures such as Analects and Mencius, they have clearly presented the virtues that the governor should have in state management based on the Confucian idea, and have endlessly tried to put it into practice. One of the most chaotic times in Chinese history, The Spring and Autimn(春秋), which recorded 241 years of history from 722 BC to 481 BC, is a case study on how the content of such ideas is applied. Especially, In this text book, various examples of the contents of the scriptures and dialogues between the princes and officials were added in detail to present the basis and examples of political thoughts centering on the virtue asserted in the Confucian scriptures such as the thesis and Mencius. The purpose of this study is to examine the types and characteristics of the pledges concluded during the period of the Qi hwangong(齊桓公) in the light of the political ideology of the Confucian prices based on the characteristics of the literature of the the Spring and Autumn, and to explore the possibility of applying the conclusions drawn to modern international politics.
