근현대 한국 석유사 연구의 현황과 과제

국문 초록

근현대 한국 석유사 연구는 1973년 석유 파동 직후 한국의 에너지 문제를 극복하기 위한 대책을 마련하면서부터 시작되었다. 그러나 한국 석유사에 대한 접근은 에너지 위기 극복을 위한 석유 전문가들의 정책적 제언을 위한 부수적인 차원에서 개괄적이고 간략하게 서술되었다. 연구 경향 또한 1964년 울산정유공장 준공으로 부터 시작된 정유 산업의 발전 과정에 주로 집중되었다. 이후 한국 석유에 대한 역사적 접근은 1989년 해방 후 귀속기업체인 조선석유주식회사의 처리 과정에 대한 연구를 시작으로 2010년 중반 이후 한국 석유의 제도사적 접근, 울산정유공장 건설 과정에 대한 다층적 접근, 일제 강점기 조선총독부의 석유 정책, 해방 후 미국의 대한 석유 정책 등 다각적으로 접근되고 확대되고 있다. 그러나 한국 석유사의 종합적 이해와 한국 근현대사의 전개 과정에서 석유가 가지는 의의를 종합적으로 이해하기 위해서는 아직 밝혀져야 할 내용들이 많이 있다. 이에 이 글에서는 한국 석유사 연구의 향후 연구 과제를 다음과 같이 제시한다. 우선 한국 석유사의 전개 과정에서 가장 큰 영향력을 행사하였던 미국의 대한 석유 정책에 관한 연구를 심화해야 한다. 특히 미국 대외 석유 정책에서 가장 근간을 이루는 코포럿 리버럴리즘이 한국에 적용되는 과정을 분석하는 것은 근현대 한국 석유사 전개 과정뿐만 아니라 미국의 대한 정책 연구의 지평을 확대할 수 있다는 점에서 중요하다. 다음으로 한국 석유사는 미국 중심의 국제 석유 네트워크를 기반으로 하여 추진되었다는 점에서, 미국의 대한 석유 정책과 밀접한 관계를 맺고 있는 중국, 일본, 홍콩, 동남아시아 지역으로 연구의 공간적 범위를 확장해야 한다. 이를 위해서는 국제 석유회사 관련 자료를 발굴함과 동시에 기업사 연구 또한 확대해 나가야 한다. 마지막으로 한국 석유 산업의 독자적인 발전 과정 또한 심화하고, 석유로 인해 나타난 사회적, 문화적 변화상을 종합적으로 분석해야 한다. 이러한 연구 지평의 확대를 통해 한국 근현대사의 전개 과정에서 석유가 가지는 의미는 더욱 폭넓게 이해될 수 있을 것이다.

영문 초록

Research on Korean oil history began shortly after the 1973 oil crisis, with the provision of measures to overcome Korean energy problems. However, the approaches to Korean oil history was outlined and briefly as a supplement to the policy recommendations by oil experts. The research trends also focused mainly on the development process of the oil refinery industry, after the completion of the Ulsan refinery in 1964. Since then, research on Korean oil history has been approached and expanded from multiple perspectives, such as the disposing process of the Vested, the institutional history, the construction plan of the Ulsan refinery, the oil policies during Japanese occupation, and the U.S. oil policy in Korea after the Liberation. However, there are still many subjects to be studied for a comprehensively understanding of Korean oil history. This article will present prospects of research on Korean oil history as follows. Firstly, It is necessary to be deepened research on the U.S. oil policy toward Korea, which exerted a strong influence on Korean oil history. In particular, it is important to analyze the process of applying the American corporate liberalism to Korean oil history. Secondly, since Korean oil history has developed around the international oil network, the spatial scope of research should be expanded. Lastly, it is necessary to be deepened the inde pendent development of Korean oil industry, and analyzed the social and cultural changes caused by oil. This expansion of research will help to understand more broadly the meaning of oil in the development of Korean history.
