국문 초록

본 연구는 학부모 학교교육 참여 정책 분석 및 개선 방안 도출을 목적으로 한다. 학부모 학교교육 참여는 다양한 법령과 제도를 통해 보장받고 있으며, 최근에는 학교 민주화와 자율화, 지방교육 자치가 확대됨에 따라 시도교육청이 관련 정책 방안 수립과 집행을 주도하는 추세를 보여주고 있다. 하지만, 학부모 학교교육 참여와 정책이 강조되고 있음에도 불구하고, 일부 정책 연구를 제외하고는 학술 연구가 미미하였다. 또한, 분석 접근 방법은 학부모 개인, 학부모 개인을 둘러싼 정책·환경적 요인을 구분하여 수행되어 온 경향을 보여주었다. 이와 같은 맥락에서 본 연구는 Bronfenbrenner의 생태학적 모형에 기초하여 학부모 개인 수준-미시체제-외체제-거시체제를 포함하는 개념적 틀을 구안하고, 문헌 고찰을 통해 학부모 학교교육 참여 정책을 분석하였다. 분석 결과, ① 학부모 개인 수준에서는 학부모 학교교육 참여 저조, 자발성과 주체성 결핍, 학부모 개인의 대표성과 전문성 부족을 확인하였으며, ② 미시체제에서는 교원의 복합적인 학부모 학교교육 참여 인식과 직장 내 취약한 휴가 사용 환경 및 인식이 학부모의 학교교육 참여의 직접적인 저해 요소로 작용하고 있었다. ③ 외체제 분석 결과에서는 정부와 입법 기관의 일·가정 양립, 학부모의 가족돌봄 환경 조성 의지를 파악할 수 있었지만, 현재의 법과 제도는 학부모의 학교교육 참여 내실화와 활성화에 충분하지 못하다는 사실을 살펴볼 수 있었다. ④ 거시체제 분석 결과, 학부모 학교교육 참여에 대한 국민들의 시선과 문화적 현상이 ‘치맛바람’으로 왜곡되어 표현되고 있으며, 국민들은 학교교육의 주체는 학부모보다는 교사라는 인식이 강함을 확인하였다. 이상의 분석 결과에 터하여 ① 정책 당국의 학부모 학교교육 참여의 명확한 개념 정의 및 정책 범위와 내용 규정 필요, ② “가정 내” 학부모 학교교육 활동 지원 정책 강화 필요, ③ 학부모 학교교육 참여 활성화를 위한 학부모교육 프로그램 편성·운영 개선 필요 등의 개선 방안을 제시하였다.

영문 초록

The purpose of this study was to analyze the policy of Parental Participation in Schooling (PPS) and to suggest improvement plans. To achieve this goal, this study devised a conceptual framework including the parental individual level-microsystem-exosystem-macrosystem based on Bronfenbrenner s ecological model, and analyzed the policy of PPS through literature review. The results of the analysis are as follows: First, at the level of individual parents, poor participation in schooling, lack of spontaneity and identity, and lack of representativeness and expertise of each parent were confirmed; Second, in the microsystem, teachers complex recognition of PPS and the weak environment were working as an impeding factor for PPS; Third, the analysis results of the exosystem showed that the current laws and institutions are not sufficient to enhance and activate PPS. Finally, the expression of “woman’s aggressive activity” shows the public s distorted gaze and cultural phenomena toward PPS in the macrosystem, and it showed that the public has a strong perception that the subject of school education is teachers rather than parents. Based on the above results, this study suggested three improvement plans. First, the policy authorities need to clearly define the concept of PPS and stipulate the scope and contents of the policy. Second, it needs to reinforce the policy to support educational activities “in the home” for parents. Third, it is necessary to improve the operation on the education program for parents.
