학습장애 선정 현황 및 기초학력향상을 위한 다중지원팀에 특수교사의 참여에 대한 특수교육 현장전문가들의 인식 -일반교육과 특수교육의 협력 방안에 대한 인식을 중심으로-

국문 초록

본 연구의 목적은 국내 학습장애 특수교육대상자 선정 현황과 다중지원팀에 특수교사가 참여하여 일반교사와 협력하는 방안에 대한 특수교육 현장전문가들의 인식을 알아보는 데 있다. 연구대상으로 2019년 학습장애 특수교육대상자가 가장 많은 A 교육청의 특수교육 현장전문가 2명과 상대적으로 학습장애 특수교육대상자 수가 적은 B 교육청의 특수교육 현장전문가 6명을 선정하였다. 학습장애 선정 현황은 빈도분석 및 전화 인터뷰로 그리고 다중지원팀에 특수교사가 참여하여 일반교사와 협력하는 방안에 대한 인식은 비동기 가상 포커스그룹을 통해 알아보았다. 연구 결과, A 교육청의 학습장애 수는 국내 전체 학습장애의 25%를 차지하였으며, 그 이유는 학습장애 특수교육전문가들이 A 교육청에 개정된 학습장애 선정 기준을 채택하고 실시하도록 민원을 넣은 것을 A 교육청이 받아들인 후, A 교육청의 특수교육원을 통해 실천에 옮겼기 때문이었다. 그리고 다중지원팀 참여에 대해서는 특수교사들의 학습장애 전문성 제고 후, 참여하는 것이 필요하다고 하였다. 특수교육 현장전문가들은 일반교사들과의 협력에 대해 소극적인 태도를 취하였는데, 이는 일반교사들과의 학습장애에 관한 협력 경험이 많지 않았기 때문인 것으로 보인다. 이들은 학습장애 위험 학생들에게 특수교육을 제공하는 것에는 동의하지만, 학습장애에 기초학력이 떨어지는 학생들을 포함하는 것에 대해서는 교육청 및 특수교육지원센터 전문가들의 동의를 전제로 한 특수교육계의 논의가 필요하다고 하였다. 후속 연구로는 다른 시․도교육청의 학습장애 선정 현황과 인식, 본 주제에 대한 다양한 특수교육 현장전문가들의 인식 그리고 일반교사들의 기초학력향상을 위한 특수교사들과의 협력에 관한 인식을 알아보는 연구가 필요하다.

영문 초록

The purpose of this study is to examine the current status of learning disabilities in Korea and the perceptions of special education professionals about the involvement of special education in a multiple support team to improve basic academic achievement. Two special education experts from A local educational office and six special education professionals from B local educational office participated our study. For the current status of learning disabilities in Korea, we analyzed special education statistics data published by the Ministry of Education and interviewed them about their perceptions of diagnosing LD. We also examined the awareness of learning disabilities through the virtual focus group research methodology. As a result of the study, the number of learning disabilities of the school district B accounted for 25% of the total learning disabilities in Korea, because the special education specialists with learning disabilities put in complaints to adopt and implement the revised learning disability selection criteria in the school district. Regarding the participation of special teachers in the multi-support team, it was first said that the special teachers should improve their learning disabilities and then cooperate with general teachers. However, the special education experts were taking a passive attitude toward cooperation with general teachers, and this seems to be because they did not have much experience in cooperation with general teachers about learning disabilities. They agreed to provide special education to students at risk of learning disabilities, but they needed to discuss the special education community based on the consent of the education office and special education support center experts on including students with low basic education in learning disabilities. As a follow-up study, a study is needed to find out the current state of learning disability selection by other metropolitan and provincial offices of education on this topic, the perceptions of various special education field experts, and need general teachers’ special teachers’ perception about these topics.
