교수집단의 정치행태 양상과 원인 분석

국문 초록

이 연구는 학계에서 그간 다루지 않았던 교수집단의 정치행태 양상과 원인을 분석하였다. 고등교육체제에 경쟁 메카니즘 도입으로 인해 교수들은 전문적 권위를 도전받고 자율성이 위태로워지고 있지만 교수집단의 행위가 사회에 미칠 수 있는 영향력은 여전히 크다. 이러한 문제의식에서 교수집단의 정치행태를 드러내고, 왜 이러한 양상을 보이는지 원인을 규명함으로써 교수집단의 정치적 행태와 관련된 논란을 풀어가기 위한 화두를 마련하는 것이 이 연구의 목적이다. 관련 신문기사 및 전문서적 등 문헌 고찰과 현실 참여를 경험한 중견교수들과의 면담을 토대로 교수집단의 정치행태를 도출할 수 있었다. 우선 교수집단은 공익에 반하더라도 교수 개인이나 자신이 소속된 집단의 이익을 우선시하는 정치행태를 보인다. 이와 달리 일부 교수집단은 사적 이익과 관련이 없어도 보편적 가치 추구를 위해 도덕적 신념을 따르는 정치행태를 나타낸다. 또한 위와 같은 적극적 정치행태와 달리 교수집단은 부정적인 결과가 발생할지라도 자신이 해야 할 행위를 하지 않는 회피와 무관심의 정치행태를 보이기도 한다. 이 연구에서는 교수집단의 정치행태의 원인을 교수조직 내적 특성에서 찾아보았는데, 교수집단의 이익 집단화 경향 심화, 정책참여에 도의적 책임을 지지 않는 학계의 관행, 학계 내부의 비판적 학문공동체 기능 약화 등이 있다. 동시에 정치지형의 변화에 따른 교수의 사회적 역할이 감소되고, 고등교육 성격변화에 따라 교수의 정체성이 약화되었으며, 경쟁적 평가 도입에 따라 교수들이 신자유주의적 정체성을 내면화하는 과정을 원인으로 살펴보았다.

영문 초록

This study investigated the political behaviors of college professors and the reasoning behind their political actions. Based on the literature review which includes the analysis of newspaper articles and the interview with college professors, this study identified four different types of college professors’political behaviors. Firstly, there are cases where college professors capitalize on the election process and policy participation in their favor. Secondly, some prioritize the interests of the groups they are involved with against public interests. Thirdly, some abide by their moral principles to sustain universal values. Fourthly, some demonstrate political apathy and avoidance even though they know perfectly well that such behaviors may bring about negative consequences. A few accounts for the college professors’political behaviors can be suggested. First of all, external factors such as the change of political system and college evaluation system in the age of neo-liberalism seem to weaken the identity of college professors as social activists while in turn, it enhances the view that college professorship is one of the career paths one can choose. At the same time, internal factors within the community of college professors also play a role. Firstly, a strong tendency that the community of college professors is turning into an interest group is well noted. Secondly, it has been accepted as almost customary in the academic circle that college professors involvement in policy making does not necessarily entail moral responsibilities. Thirdly, the role of academic circles as a knowledge community where knowledge is constructed for shared goals has been constantly weakening in Korea.
