연구기관과 시・도교육청간 관계의 정치학 : 경기도교육연구원의 사례를 중심으로

국문 초록

본 연구는 시도교육청 소속 연구기관의 자율성 확대 가능성을 자원의존론의 관점을 활용하여 탐색한 연구이다. 연구기관이 환경적 요인을 피동적으로 받아들이지 않고 적극적으로 대처하기도 한다는 조직의 전략적 선택에 의한 자원의 획득 노력을 탐색하였다. 경기도교육연구원의 사례를 중심으로 시도교육청 차원의 교육정책 발굴과 생산, 결과의 활용, 시도교육청과의 관계를 관련 연구보고서와 관련자 면담을 통해 연구기관의 자율성 확보 가능성을 (1)연구기관장의 리더십, (2)연구원의 연구역량, (3)연구의 질 관리, (4)시도교육청과의 상호작용, (5)연구결과의 활용 면에서의 정치적 영향력과 관계를 중심으로 분석하였다. 결론은 다음과 같다. 첫째, 연구기관은 도교육청이 활용하고 있는 각종 자원에 대한 의존성에 변화를 추구하는 방식으로 제한적 자율성을 추구할 수 있다. 이 가능성은 연구기관에 대한 장기적 전망을 지닌 리더십이 필요하며, 협업문화 속에서 연구원의 연구경험과 역량이 축적되어야 한다. 둘째, 연구기관의 자율성과 도교육청의 책무성은 긴장관계와 조정관계 안에서 상호작용한다. 셋째, 연구기관과 도교육청은 특수하면서도 개별적인 교육현장의 요구를 최대한 반영해야 한다.

영문 초록

This study explores the possibility of expanding autonomy of research institutes belonging to the Provincial Office of Education using the perspective of resource dependence theory. The research institutes have explored the efforts to acquire resources by strategic choice of the organization that they do not accept environmental factors passively and actively cope with them. Based on the case of Gyeonggi Institute of Education, the possibility of securing autonomy of research institutes through related research reports and interviews with related persons was analyzed focusing on (1) the leadership of research institutes, (2) the research capacity of researchers, (3) the quality management of research, (4) the interaction with the city and provincial office of education, (5) the political influence and relationship in the utilization of research results. The conclusions are as follows: First, the research institutes can pursue limited autonomy in a way that pursues changes in dependence on various resources used by the city and provincial office of education,. This possibility requires long-term prospect of leadership for research institutes and research experience and capacity of researchers should be accumulated in the collaborative culture. Second, autonomy of research institutes and responsibility of education office interact within tension and coordination relationship. Third, research institutes and education offices should reflect the needs of special and individual education sites as much as possible.
