국립대학의 전공계열별 교육원가와 교육비 분담구조에 대한 고찰 : AB대학교의 사례를 중심으로

국문 초록

이 연구는 대학의 학과(부)별 교육원가, 연평균 등록금, 취업률에 대한 실증적 분석 결과를 토대로 대학의 총교육비 규모와 전공계열별 비용분담 구조의 개선방안을 모색하는 데 목적이 있다. 본 연구는 교육원가 분석을 위한 자료 수집의 제약성으로 인하여 대규모 국립대학교인 AB대학교의 본 캠퍼스 학부과정의 84개 학과(부)를 분석 대상으로 하였다. 연구 결과를 토대로 국립대학 전공계열별 총 교육비 규모와 비용분담 구조의 개선과 관련하여 개선방안을 다음과 같이 제시하였다. 첫째, 전체적으로 AB국립대학의 전공계열별 총 교육원가는 호주 국립대의 46%∼73% 수준으로서, 특히 농학과 자연과학, 공학 분야의 총교육비는 호주의 50% 수준으로 매우 낮다. 국립대학의 경쟁력을 높이기 위해서는 무엇보다 전공계열별로 총교육비 규모를 지금보다 훨씬 키울 필요가 있다. 둘째, 전공계열별로 총 교육비의 규모를 키우기 위해서 전반적으로 정부 부담을 늘리는 방향으로 개선하되, 경영, 행정, 법 등의 영역을 제외하고 전반적으로 정부 부담금을 증가시키는 방향으로 총 교육비를 확대할 필요가 있다. 셋째, 공학이나 수의약학의 경우 학생당 총 교육원가나 현금지출원가, 취업률 모두가 다른 전공계열에 비해서 상대적으로 높다는 점을 고려할 때 현재보다는 등록금 수준을 다소 높이는 방향으로 개선하되, 동시에 교육의 질을 획기적으로 개선하기 위해서 현재보다 정부 공적 지원도 늘려서 전체적으로 총 교육비 규모를 증가시킬 필요가 있다.

영문 초록

The purpose of this study is to find ways to improve the total cost of education and the cost-sharing structure of each major based on the empirical analysis of the education cost, annual average tuition, and employment rate of each department. To achieve the purpose, it analyzed 84 departments of undergraduate courses at AB University, a large national university, due to the limitation of data collection for educational cost analysis. Based on the results of the study, the following suggestions were made for the improvement of the total education cost and cost-sharing structure of major colleges and universities. First, the total cost of education at AB National University is 46% to 73% of Australian universities, and the total cost of education in agriculture, natural science and engineering is very low at 50% in Australia. In order to enhance the competitiveness of national universities, it is necessary to raise the total education cost by majors of all fields. Second, in order to increase the total education cost by major, it needs to improve the overall government burden, except for the areas of management, administration, and law. Third, considering that engineering, veterinary medicine, total education cost, cash expenditure cost, and employment rate per student are relatively higher than other majors, the tuition level is improved rather than the current level. However, at the same time, to improve the quality of education, it is necessary to increase public support more dramatically than now.
