국문 초록

인재 육성 패러다임의 변화, 공무원 상시학습 체제로의 전환, 대전시 공무원교육에 대한 반성을 통한 대전시 공무원 인재 육성 체제 수립의 필요성에 따라, 이 연구는 공무원 인재 육성의 체제수립 및 실천과제를 도출하기 위한 목적으로 수행되었다. 위의 연구목적과 관련하여 설정한 연구문제에 따른 연구결과로 첫째, 이론적 배경 분석을 통한 공무원 교육훈련 혁신의 방향을 설정하였다. 둘째, 공무원 인재 육성 체제 수립에 필요한 조직구성원의 인식조사 및 환경을 분석하였다. 셋째, 중?장기 공무원 인재 육성 체제 수립 및 실천과제를 도출하였다. 연구결과에 따른 결론으로 1단계를 비전공유 및 교육시스템 형성단계, 2단계는 교육체계의 확립 및 현장 문제 해결 단계로 3단계는 전략적 인재 육성 정립 단계로 설정하였다. 마지막 세언부분에는 이러한 인새육성체제를 지속적이고 성공적으로 수행하기 위 한 사항들을 제시하였다.

영문 초록

This study aims at presenting methods for establishing systems to increase the competency levels of government employees and to implement practical tasks in order to establish a system that will generate a paradigm shift in government employee education. Thus, the transition of such a system into a life-long educational practice and a closer examination of the education of the government employees of Daejeon Metropolitan City are needed. To accomplish the goals of this study, the following tasks had to be completed: First, an analysis of the theoretical methods needed to renovate government employee education is presented. Second, an examination of government employee recognition and the environment that is needed for government employee education in competence are analyzed. Third, the practical tasks and an overview of the establishment of systems needed to increase competency among short and long-term government employees are presented. The results of this study are: In the first step, the employees visions are shared and an educational system is formed; in the second step, the educational system is completed and the field problems are solved; and in the third step, a strategic system to increase competency among the employees is constructed. Finally, details to make this educational system successful are suggested.
