보조공학이 미국의 지원고용 결과에 미치는 영향에 관한 연구

국문 초록

우리나라의 직업재활분야에서 지원고용의 도입은 장애인의 고용을 획기적으로 증진 시킬 수 있었던 직접적 계기였다. 또한 미국에 있어서 보조공학의 사용이 장애인의 독립생활과 고용을 증진시킬 수 있는 중요한 도구로서 자리매김을 해오고 있는 것이 사실이다. 하지만 우리나라 재활분야에서 보조공학의 적용은 아직 초기 단계로서 장애인 고용의 증진을 위한 앞으로의 많은 발전이 기대된다. 보조공학은 일종의 지원체계로서 일반 재활 서비스와는 많은 부분 다른 성격을 가지고 있는 것이 사실이다. 특히 보조공학의 적용은 각각의 장애인들에 대한 개별적인 평가와 함께 그에 입각한 서비스의 제공을 통한, 맞춤 서비스의 가능성을 더욱 확대 할뿐 아니라 자원의 효율적인 활용이라는 측면에서도 크게 기여할 것으로 판단된다. 이 연구는 미국 미네소타와 위스콘신 주에 있는 지원 고용을 담당하는 직무지도원들에 의하여 행하여진 연구로서 주요 결과와 한국적 현실에 적용할 수 있는 함의는 다음과 같다. 첫째, 지원고용에 있어서 보조공학의 사용이 장애인들의 고용율과 고용자체를 안정시키는데 크게 기여한다고 하였을 때, 이것은 우리에게 많은 시사점을 줄 수 있다고 할 수 있겠다. 이에 따라 우리나라에서도 보조공학 연구소와 같은 기관을 전국적으로 확대 설치함과 동시에 각 장애인 복지관 및 특수학교 교사들을 대상으로 하는 정기적인 보조공학 교육을 통하여 인식의 확대와 보급에 힘써야 할 것이다. 둘째, 보조공학은 단순한 도구나 장치의 측면뿐만 아니라 작업환경조절(Job Accommodations)과 같은 작업장 셋팅의 변경과 개조 그리고 작업시간 재구조화 등 작업환경의 논리적 측면의 변화를 도모한다. 셋째, 보조공학이 고가의 장비에만 국한될 것이라는 편견을 버리고, 생활 속에서 최대한 장애인들의 편의를 증진시키기 위한 기구의 발굴과 도입이 절실하다고 할 수 있겠다.

영문 초록

Assuming that the employment of people with disabilities is not confined to the problems of one nation any longer, the researcher was able to find that the use of assistive technology in the USA has the same point of view for the rehabilitation system of other countries. In this research, the results strongly show that the use of assistive technology in supported employment improves the employment, the placement rate, and the length of time in employment for people with disabilities. Thus, the proper use of assistive technology in Asian countries can develop the current situation of the employment of people with disabilities. Supposing that job coaches work experiences in supported employment programs are important, the Korean job coaches work experiences are shorter than the Americans. Therefore, the Korean government and professionals have to introduce the positive aspects of assistive technology from the USA into the Korean rehabilitation system. This research show that accommodations such as altered instructions, modified tolls, and Job carving are fundamental factors in assistive technology. The cumulative percent of expenses under ＄1,000 is about 75.4 percent and this indicates that many types of assistive technology can be used with a small amount of money. In Korea, there are some misconceptions such as cost, accommodations, and low／high level of assistive technology. To overcome these misunderstandings, the professionals and the Korean government must try to publicize the accurate information about assistive technology to the service delivery system. On the assumption that every nation has to work together with each other in global society, the cooperation of each country will be able to develop the rehabilitation system. Consequently, the proper use, technological exchanges, and the interchanges of professional of assistive technology and supported employment programs in global society will revolutionize the rehabilitation system of each country. It will also mark an epoch in Korean rehabilitation history.
