국문 초록

2008년 금융위기 이후 글로벌 경제위기, 자본주의 심화로 인한 대기업 편중사회, 경기 침체, 저성장, 취업난, 빈익빈 부익부현상, 가계소득 저하, 환경오염 등의 다양한 사회⋅경제적 문제가 지속됨에 따라 각종 폐해의 해결책 중 하나로 ‘공유(sharing)’, ‘협력(cooperation)’, ‘사회적 가치창출’과 같은 가치실현이 확산되고 있다. 이러한 현상은 정보통신기술(Information & Communications Technology, ICT)의 발전으로 모바일 및 소셜네트워크서비스(SNS), 디지털 플랫폼 등과 같은 기술과 결합하여 개인 간 대여, 교환, 거래와 같은 수요⋅공급의 연계가 원활해짐에 따라 혁신적 기술 기반의 새로운 수요⋅공급 시장경제체제로 빠르게 정착되고 있다. 이와 같이 ICT의 발전, 기술혁신, 새로운 가치, 소비방식의 변화에 따라 ‘공유경제(sharing economy)’에 대한 관심이 높아지면서 공유경제의 확산은 세계적으로 부인할 수 없는 흐름으로 받아들여지고 있으며, 국내에서도 전통적인 소비 중심의 경제 패러다임에서 벗어나 사회, 경제, 복지, 민간⋅공공 부문 등 다방면에서 공유경제의 활용에 대한 논의가 요구되고 있다. 이에 따라 대부분의 지방자치단체에서는 공유경제 활용을 통해 지역사회 문제를 해결하고자 노력하고 있으며, 새로운 지역발전 전략을 마련하는데 공유경제를 중요 요소로 생각하고 있는 것으로 보인다. 현재 주요 지방자치단체를 중심으로 각 지자체에서는 공공부문에서 공유경제 서비스모델 활용 방안을 모색하고 하고자 공유경제와 관련된 조례 지정, 활동지원 등 법⋅제도적 환경을 구축하기 위해 노력하고 있으나, 기존의 산업과 새로운 현상간의 가치 충돌, 적용에 있어서의 법⋅제도적 미비와 규제 등의 문제로 실제로는 공유경제가 제대로 실행되지 못하고 있는 실정이다. 그러나 이제는 이와 같은 새로운 패러다임에 대해 무조건적으로 규제하기 보다는 변화를 받아들이고 규제 적용의 유연화를 통하여 새로운 패러다임에 실질적이고 효과적으로 접근할 수 있는 방안이 마련되어야 할 시점이라고 생각된다. 이를 위해서는 무엇보다 새로운 산업과의 이해조절적⋅합리적 공감대 형성이 우선되어야 하며, 수요자의 요구와 필요에 따라 보다 다양한 선택이 가능한 환경이 조성될 수 있도록 향후 적극적인 입법을 통해 해결해 나가야 할 것이다. 공유경제 서비스 모델이 단순히 혁신적인 사업모델에 그치는 것이 아니라 사회⋅경제적으로 추구해야 할 가치와 본질이 무엇인지 분명한 목표를 설정하여 현재의 공유 서비스 모델에 대한 세부적인 유형화를 통해 이를 면밀히 분석하고, 공익적 측면, 공급자 측면, 이용자 측면, 기술적 측면 등의 다방면에서의 고려 하에 우리실정에 부합하는 대안 모색이 단계적으로 이루어 져야 한다. 이와 더불어 각 지방자치단체에서는 지역의 공유단체⋅공유기업⋅지역주민 네트워크 및 지역공유플랫폼 구축을 통하여 공유서비스의 효과를 높이고, 지역공유경제의 특성이 고려된 정책의 수립⋅추진과 조례의 제⋅개정을 통해 주민 삶의 질 향상 및 복지향상에 기여할 수 있도록 노력하여야 한다.

영문 초록

The global economic crisis after the financial crisis, a society of being dominated by a large corporations due to deepening of capitalism, recession, low growth, unemployment crisis, the rich-get-richer and the poor-get-poorer cycle, household income decline, environmental pollution and so on. persist, new values such as sharing , cooperation and creation of social value , one of the solutions to various problems are being realized. Due to the development of ICT, this phenomenon combines with the technologies such as mobile, SNS and digital platform. Furthermore, as long as the connection of supply&demand such as rental, exchange between individuals goes smoothly, new supply&demand market economy based on innovative technology is established rapidly. Depending on the development of ICT, Fourth Industrial Revolution, technological innovation, changes in mind and value, the interest in “sharing economy” has recently increased, and the proliferation of sharing economy has been accepted as an undeniable trend in the world, discussions on utilization of sharing economy in various fields such as society, economy, welfare, private and public sectors have been demanded beyond the traditional consumption-oriented economic paradigm in Korea. As a result, most local governments are trying to solve community problems through the utilization of sharing economy, and it is considered that sharing economy is an important factor in creating a new local development strategy. At present, though local governments are trying to establish a legal and institutional environment such as designation of ordinances, support for activities related to the sharing economy in order to find out how to use the sharing economy service model in the public sector focused on major local governments. In fact, sharing economy has not been properly implemented due to conflicts of values between existing industries and new phenomena, legal and institutional weaknesses and regulation in application. However, it is time to take a practical and effective approach to the new paradigm by accepting the change and applying regulations flexibly rather than unconditionally regulating such a new paradigm. For this, above all, the formation of a regulatory and rational consensus on understanding with new industries should be prioritized, and it should be solved through active legislation so that more diverse environments can be created to select according to the needs of consumers. The sharing economy service model is not merely an innovative business model. Alternative approaches to our situation should be phased in by setting a clear goal of what the value and essence of socioeconomic pursuit is, by analyzing the service through the detailed typology of the sharing service model, and by considering various aspects such as a public interest aspect, a supplier aspect, a user aspect, a technical aspect, and so on. In addition, each local government can enhance the effectiveness of sharing service through the establishment of local sharing groups, sharing enterprises, local residents networks and local sharing platforms, and should strive to contribute to the improvement of the quality of life and welfare of the residents through the establishment and promotion of the policies considering the characteristics of local sharing economy and the enactment and revision of ordinances.
