노인일자리의 질적 개선을 위한 법제 방향

국문 초록

우리나라의 경우 65세 이상 고령인구 비중은 2000년 7.2%로 고령화사회에 진입하였고, 2018년에는 14.3%로 고령사회에 진입하였으며, 2025년에는 20%를 넘어 초고령사회에 진입할 것으로 전망되는 등 세계적으로 유례없이 급속한 고령화를 겪을 것으로 예상된다. 정부는 이러한 고령사회 문제를 타개하기 위한 핵심 복지 정책의 하나로 노인일자리 사업을 추진하면서 나이와 상관없이(ageless) 일할 수 있는 환경을 바탕으로 노인의 일과 삶의 균형 잡힌 생활을 통하여, 노년기에 활기차고 건강한 노후 생활을 영위할 수 있도록 하고, 노인의 사회참여 확대를 통한 사회적 가치창출의 극대화 및 복지증진에 기여함을 목적으로 노인일자리 사업을 운영하고 있다. 그러나 이러한 노력에도 불구하고 풀어야할 문제는 산적하다. 이에 본 글에서는 그동안 진행되어 온 현행 노인 일자리 사업의 운영 현황 및 내용을 점검해보고, 노인일자리의 지식관리 나아가 노인지식일자리의 창출을 위하여 IT기술 기반으로 Raw Data를 관리하고 이를 제도화할 수 있도록 관련 법제방향 및 향후과제를 제시하고자 한다. 즉, 노인일자리의 질적 제고를 위하여, 무엇보다 노인지식일자리 창출을 위하여 관련 법⋅제도⋅기술 이슈의 개선방향에 대하여 고찰하고자 한다. 더불어 단계적⋅지속적인 연구가 수행될 수 있도록 법⋅기술⋅사회복지학의 융합적 학문 토대가 마련되기를 기대해 본다.

영문 초록

Korea became aging society in 2000 as aged population over 65 years old formed 7.2%. In 2018, it reached 14.3%, which made Korea aged society, and in 2025, it is expected to be higher than 20%, so Korea will be super-aged society. It seems that Korea will face rapid aging that no country has ever experienced in the world. As one of the main welfare policies to solve the problems of aged society, Korean government is promoting a senior employment project. Providing an environment where people can work agelessly, it allows the aged to keep a balance between work and life and lead an energetic and healthy life in senescence. The senior employment project is being operated in order to maximize the creation of social value through the increase of their social participation and contribute to the improvement of their welfare. Despite such efforts, however, there are a pile of problems to be solved. Therefore, this study is going to evaluate the current status of the senior employment project that has been carried out and the contents of it, manage raw data based on IT technology to provide them with personalized jobs in consideration of their needs, knowledge, and situations, and also suggest directions for legislation and future tasks to do to support it through institutionalization. In other words, to enhance the quality of the senior employment project, this author will consider issues regarding related laws, systems, and technology for the creation of knowledge-based jobs for the aged. To realize that, this researcher expects that grounds for not only policy and institutionalization but also academic research combining law, technology, and social welfare will be laid so that stepwise as well as consistent research can be carried out afterwards.
