국문 초록

본 연구는 교사평가 면에서 오랜 역사를 경험하면서 다양한 연구와 논의를 거듭해온 결과 비교적 풍부한 평가문화의 모멘텀을 구축한 미국과 영국의 교사평가제와 우리나라에 영향력이 크고 교육여건이 유사한 일본의 교사평가제를 종합․분석하여 그들의 축적된 노우하우에서 우리나라 교사평가제가 나아가야할 시사점을 이끌어냄으로써 보다 우리의 교육풍토에 적합하고 성공적인 교사평가제를 규명해보는데 목적이 있다. 교사평가에 있어서 미국은 교육구별로 교사평가제도가 다양하게 운영되고 있지만 교사의 자기교정의 기회가 보장되어 있고, 영국은 교사의 직능성장의 증진에 초점을 모으고 있으며, 일본은 실적평가에 기초한 신상필벌적 성격의 신교원평정 제도로 나아가고 있다. 우리나라는 획일성을 탈피하여 개별학교의 특수성을 살리고 근무평정의 결과를 공개하여 반론의 기회를 제공하며 개별교사의 실적 중심의 평가보다 교수의 질 향상과 학교의 효과성 제고를 도모할 수 있도록 협동성을 중시하는 평가체제로 나아가야 한다고 본다.

영문 초록

This article focuses upon teacher evaluation in the United States of America, the United Kingdom, and Japan. Teacher evaluation is a major subject of controversy which has caused considerable apprehension throughout the profession with regard to development and accountability. Both the United Stats of America and the United Kingdom have experienced numerous different studies and discussions continuously in the area of the teacher evaluation in their long educational history. As a result, they have built the abundant momentum and resources of the appraisal culture, and they have made a lot of development in the field of the educational effectiveness as well. And Japan has affected our country about teacher evaluation and also its educational culture is considerably similar to ours. The teacher evaluation is expected to contribute to the professional development of teachers and schools in Korea and of total quality management in terms of educational accountability, similar to systems in America, English and Japan. The purpose of the study is designed to establish a direction for the teacher evaluation which can be expected to raise educational quality connecting with teacher and school effectiveness that can exercise the fundamental functions of the school education after identifying the background that led to the introduction of evaluation in the three advanced countries.
