재난복지정책에 대한 이해당사자간의 인식 차이에 관한 연구

국문 초록

본 연구의 목적은 재난피해지역의 이해당사자를 대상으로 재난갈등의 원인과 해결방안에 대한 인식차이를 분석하여 재난피해지역 주민들의 재난복지, 나아가 그들의 삶의 질을 향상시킬 정책대안을 마련하기 위하여 연구되었다. 이를 위해 최근 울산지역에서 발생한 태풍 차바로 인한 갈등사례의 이해관계자인 주민과 관련공무원과 공공기관 종사자(이하 공무원으로 표현함)등 총 265명을 대상으로 설문조사를 하고 이들 집단 간 재난에 관한 인식차이를 분석하였으며, 분석방법은 빈도분석을 토대로 t-검증, F-검증을 실시하였다. 연구결과, 갈등발생 원인으로서 신뢰부족 및 의사소통 창구 부족에 대한 인식과 갈등 해결을 위한 정책의 중요성에 대한 인식이 피해지역 주민과 공무원간에 현격한 차이가 있고, 지역별로도 재난갈등 발생원인과 이를 해결하기 위한 갈등해결 정책에 대한 인식에도 큰 차이가 존재하는 것으로 나타났다. 그러나 재난 피해 주민의 복지시책, 나아가 삶의 질 향상을 위한 대책은 주민과 공무원 모두 중요하게 인식하고 있는 것으로 나타났다. 이러한 연구결과는 재난피해에 대한 경제적 보상과 함께 삶의 질 향상을 위한 재난복지를 향상시킬 수 있는 정책적대안, 즉 소상공인 등의 취약계층 보호와 재난의료비 지원제도 마련과 재난으로 인한 피해지역 주민의 피해에 대한 갈등을 사전에 종식시킬 수 있는 정책보험 가입대상의 확대 및 활성화방안마련이 매우 필요하다는 시사점을 얻을 수 있다.

영문 초록

The purpose of this study is to analyze the difference of recognition of the causes of disaster conflicts and the solutions of the disaster conflict residents and related public officials to improve the quality of life of residents affected by disaster victims and to prepare policy alternatives for disaster welfare. For this end, a total of 265 stakeholder in the Ulsan area were surveyed and analyzed by frequency analysis, t-test, and F-test. As a result of the study, it is found that there is a significant difference between the residents and the civil servants in the perception of the lack of trust and lack of communication channels as the cause of the conflict and the importance of the policy to resolve the conflict. There is also a big difference in the perception of resolution policy to solve. However, both the residents and public servants recognized the importance of improving the quality of life for the residents affected by the disaster. Based on the results of this study, this study is focused on the measures to improve the quality of life of disaster - affected residents, namely, the protection of vulnerable people such as small business owners and the provision of institutional devices for disaster medical expenses, It is suggested that there is a need to enlarge the scope of the policy insurance subject and to plan the activation plan to end the conflict in advance.
