국문 초록

고령화시대에 대응하는 노후소득보장 수단으로 ‘연금’과 ‘고령자 일자리‘가 최대 화두다. 최근 “반퇴(半退)시대”가 이슈가 되고 있는데, 퇴직연령이 52세로 조기퇴직이 만연하고, 국민연금 수급자의 실제 평균연금액은 10명 중 9명이 25만원정도 받는 것으로 나타났다. 이에 따라 노후생활자금의 근간이 되는 연금제도와 이를 보완하는 역할로서 고령자 고용의 중요성이 부각되고 있다. 고령화 문제와 함께 연금제도와 고령자 고용은 사회나 국가적으로 큰 이슈여서 그동안 연구는 계속 있었지만, 대부분이 연금제도에 대한 연구에 집중되어 고령화시대에 대응하는 보다 실질적이고 효과적인 노후소득보장책으로서 연금제도와 함께 고령자 고용을 연구할 필요성이 있었다. 우리나라의 실태조사를 통한 현실 파악과 선진국 사례분석을 통한 시사점 도출을 통해 우리나라의 상황에 맞는 정책적 제언을 하였다. 연금제도가 성숙되지 않은 우리의 현실에서 연금제도의 역할 제고를 근간으로 하되, 구조적으로 취약한 상황을 극복하기 위한 고령자 고용 확대방안을 제시하였다. 더욱이 연금제도와 고령자 고용의 상호관계 분석을 토대로 연계 운영을 통해 융합적 관점에서 접근한 노후소득보장방안도 새롭게 제시하였다. 특히, 고용보험제도와 국민연금제도를 활용한 점진적 퇴직제도의 도입은 비자발적 조기퇴직이 많은 우리 상황에서 고용 안정과 노령연금 보장과 함께 고용기회의 세대 간 재분배 효과까지 기대할 수 있다.

영문 초록

The Pension and Elderly jobs guaranteed retirement income corresponding to the aging society is the maximum of the topic. Recently there has been half retirement era, the issue. The retirement age is 52. Early retirement occurs vertically. The actual average pension of pension recipients who was found 9 out of 10 people also received 250,000 won. Therefore, as it acts as a supplement to the pension system and the underlying importance of the elderly in retirement funds jobs are emerging. The aged employment and pension system with the aging problem was a big issue in our community. Meanwhile, research was continuing. Most of the research has focused on the pension system. As a practical and efficient retirement income guarantees than the corresponding period there was a need for research on aging and the elderly with employment pension system. Through the survey of the nation understand the reality and implications derived through case studies developed it was for the country s situation. It was the basis for enhancing the role of the pension system in our reality the pension system that is not mature. It proposed a system to overcome the expanding elderly employ structurally vulnerable. Moreover, it also proposed a new approach retirement income security measures at the point of fusion through association operating on the basis of correlation analysis about the pension system and the elderly jobs. In particular, the introduction of gradual retirement system utilizing the employment insurance system and the pension system is expected to have the following effects in our involuntary early retirement situation. It can be expected in many situations for our intergenerational redistribution effects, employment opportunities, job security and guaranteed old-age pension.
