국문 초록

이 논문은 문화유적 관리를 위한 기본개념이 이해, 그리고 계획 수립의 여러 개별과정과 그 과정에서 요구되는 기본적인 이론과 고려사항에 대한 제안과 검토를 통해 체계적이고 효과적인 문화유적 관리계획의 수립방안을 제시한는 것에 그 연구목적이 있다. 효과적인 문화유적 관리계획 수립을 위하여서는 서구의 문화유적 관리의 개념과 이론의 적용과 더불어 우리의 문화유적이 가지는 고유한 특성과 그 속에 내재된 비물질적인 의미와 중요성을 잘 보존할 수 있는 방안들이 충분히 고려되어야 하며. 유적의 원형보존이라는 개념과 더불어 유적 기능의 보존이라는 개념이 적용되어야 한다. 또한 이를 바탕으로 문화유적이 가지는 여러 가지 교육적 그리고 문화관광의 1 자원으로서의 가치도 적극적으로 활용함도 큰 중요성을 지닌다, 이는 문화유적의 보존은 그것이 가지는 가치를 보호하여 유지하는 것이며 원형보존은 이를 위한 하나의 수단일 뿐 그것이 궁극적인 목표는 아니기 때문이다. 문화유적 관리계획은 대상 유적의 확인(identification), 유적의 평가(assessment), 유적관리를 위한 정책 수립(design of management policy), 유적관리를 위한 실천방안 수립(design of management practice), 그리고 마지막으로 계획의 평가와 보완을 위한 모니터링 단계(management monitoring system for evaluation and revision of the plan) 등의 일련의 중요한 과정들을 거쳐 수립된다. 이러한 관리계획 수립의 각 과정은 신중하게 계획되어지고 철저하게 실천되어야 완성도가 높은 종합 관리계획을 수립할 수 있다. 유적의 확인과정에서부터 유적의 평가. 정책 수립, 실천방안 수립, 그리고 모니터링에 이르는 유적 관리계획 수립의 전 과정에 주민들의 직접적인 참여 기회가 보장되어야 하며 이를 위한 다양한 방안들이 강구되어야 한다. 또한, 우리의 소중한 문화유적의 체계적이고 효과적인 관리계획의 수립을 위한 국가차원의 소위 ‘한국문화유적관리준칙’을 시급히 마련하여, 우리 문화유적의 고유한 특징과 우리나라의 여러 상황에 맞는 기준과 개념, 그리고 실천 체계를 완비하여야 할 것이다.

영문 초록

The purpose of this study is to understand a basic concepts and a series of individual processes for the planning of cultural heritage sites management in order to establish effective cultural heritage sites management plans in South Korea. In order to producing effective cultural heritage sites management plans, South Korean cultural heritage managers should give emphasis on the conservation of intangible meanings and values of the site as well as physical conservation, which is usually emphasized in Western conservation concept, according to the unique characteristics of Korean cultural heritage sites. In addition, it is also important to give attention on the utilization of cultural heritage sites for various purposes such as education and cultural tourism, as well as site conservation and protection. For the planning for a cultural heritage site management, a series of individual processes should be planned and implemented well. This involves such processes; identification, assessment of cultural significance, design of management policy, design of management practice, and finally, management monitoring system for evaluation and revision of the plan. Each process has own importance itself to make an effective management plan and should be dealt equally. Public participation in each process is very important in planning for the effective management plan and should be considered as a required process. Finally, it is also required to prepare a Korean cultural heritage site management charter (principles) to be used as a guideline for the planning of effective and comprehensive cultural heritage sites management plans in South Korea like other many countries.
