고려시대 특수 지방행정단위와 제주의 첫 행정단위 형태

국문 초록

그 동안 濟州는 이곳이 耽羅郡으로 개편되는 고려시대 蕭宗 10년(1105), 혹은 처음으로 外官이 파견되는 毅宗代(1147~1170년) 이전까지만 하더라도, 고려의 지방으로 편제된 것이 아니고, 고려로부터 여전히 독립, 또는 반독립의 諸候國과 같은 정치적 위상을 지녔던 지역으로 논의되어 왔다. 그런데, 고려의 특수 지방행정단위로는 鄕ㆍ所ㆍ部曲 등뿐만이 아니고, 島 형태도 추가되어야 한다는 사실을 구명한 뒤, 고려와 제주 지역 간에 맺어진 정치적 위상을 살펴보았다. 그 결과 제주 지역은 다른 섬과는 차별화되는 특수성을 띠고 있었지만, 고려가 건국되는 태조대부터 중앙정부에 정치적으로 종속한 지방으로 편제되었고, 그 형태가 바로 島였음과 아울러, 이 시기에는 향ㆍ소ㆍ부곡 등의 지역과 마찬가지로, 군현 단위에 비해 법제적으로 정치ㆍ사회적 위상이 열등했음도 드러났다. 이로써 제주 역사 이해에 새로운 시각을 제공하게 되었다. 한편, 제주 역사 연구는 고려의 특수 지방행정단위로서 島 형태가 존재했음과 아울러, 고려의 身分制가 거주하는 지역의 행정단위 형태를 차별대우의 근거로 삼은 특색이 있었음도 구체적으로 보여주고 있다. 지방사 연구는 국가사 인식의 심화와 보완에 크게 기여하는 면을 지니고도 있는 것이다. 요컨대 본고는 지방사 연구가 한국사 전개 흐름과 모습의 보편성에 대한 이해를 바탕으로 추구되었을 때 각 지역의 역사가 지니고 있는 특수성을 뚜렷이 석별해 알 수 있고, 또한 한국사 연구가 각 지방에서 전개된 역사상에 대한 체계적 이해를 도모했을 때 보다 더 보편성을 띤 국가사가 정립될 것이라는 사실을 논의하고 있다.

영문 초록

In regard to the political status of Cheju during Kory? Dynasty, it has been broadly discussed and accepted that Cheju had remained independent or semi-independent as a feudal nation until the 10th year(1105) of the reign of Sukjong(肅宗) or the reign of Yijong(毅宗, 1147~ 1170). However, in the course of examining various forms of Kory? s administrative units, a new administrative unit, Do(島) was disclosed, which would be classified into the category of the special administrative units such as Hyang(鄕), So(所) and Bugok(部曲). Like other special administrative units, Do(島) was inferior to Gunhyun(郡縣) in its social political position within Kory? s legislative system and in Cheju s case, it had several distinctions from those of other islands in having a direct relationship with the central government without going through its upper rank Gunhyun(郡縣). Therefore, it can be said that Cheju had been localized into the central government since the reign of Taejo(太祖), the founder of Kory? Dynasty earlier time than we have thought to be. Generally, the Cheju history research has played a role on disclosing the existence of Do(島) , specifically revealing the characteristics of Kory? s social status system discriminating against people according to their administrative residence during Kory? Dynasty. Overall, both the provincial and national history researches should not be proceeded separatly, as they are interactive and complementary each other. The specific characteristics of each provincial history can be distinguishable in the light of the universality of the national history development. Also, the universality of national history can be better established based on the systematic understanding on the specific provincial histories developed in each provinces.
