국문 초록

This study explores operational cases of four marine leisure special zone sites in District H of B Metropolitan City (U-dong, Jung-dong, Jwa-dong, and Songjeong-dong). Utilizing a combination of literature analysis, text mining, Delphi analysis, and in-depth interviews, the study aims to analyze operational conditions, public perceptions of the special zones, performance outcomes, challenges, and potential solutions through institutional reform. The findings are as follows: First, regarding operational conditions, it was found that financial support for the expansion of breakwaters is urgently needed due to infrastructure damage caused by natural disasters. Second, the public image of the four special zones is marked by critical keywords related to natural disasters, such as “typhoon” and “destruction,” and project-specific issues, such as “preferential treatment,” “suspension,” and “opposition.” The operational performance indicators for these zones were notably low. Third, challenges faced by the four sites include the need for enhanced disaster-resistant facilities (requiring government-level financial support), reduction in fees for public water usage, and adjustments in facility usage to support disaster prevention. Fourth, proposed solutions through institutional reform include: 1)revoking the designation of special zones in cases of inactive projects (e.g., neglected facilities or abandonment of operations); 2)establishing a customized administrative and financial support system through collaboration among local, metropolitan, central, and private stakeholders to address site-specific issues; and 3)forming a task force (TFT) committee to explore tax incentives, financial support, and other fiscal measures to enhance the vitality of these special zones.
