黄河流域“绿水青山”与“金山银山”耦合协调测度与时空分异研究

국문 초록

The Yellow River is the mother river of the Chinese nation, and protecting the Yellow River is a great plan for the great rejuvenation and sustainable development of the Chinese nation. The ecological protection and high-quality development of the Yellow River Basin must adhere to the concept of “green mountains and clear waters are as valuable as mountains of gold and silver”. Based on this, this article first reviews the relevant research on the theory of “two mountains” in academia, and constructs an evaluation index system for “green mountains and clear waters” and “golden mountains and silver mountains” in the Yellow River Basin; Secondly, the entropy method is used to calculate the development level of “green mountains and clear waters” and “golden mountains and silver mountains” in 9 provinces (autonomous regions) in the Yellow River Basin from 2012 to 2021. The coupling coordination degree model is used to analyze the coupling coordination status of the two, and the grey prediction model is used to predict the future development trend of the coupling coordination degree of the two; Finally, based on the research conclusions, the paper puts forward policy suggestions on how to further promote the practice of the “two mountains” theory in the Yellow River basin and regional coordinated development, as well as promote the Chinese path to modernization process of harmonious coexistence between man and nature. The results showed that during the sample period, the development index of “green mountains and clear waters” and “golden mountains and silver mountains” as well as the comprehensive development index of the two systems in the Yellow River Basin showed an overall upward trend, and the development trend was positive; Secondly, the coupling degree and coordination degree between “green mountains and clear waters” and “golden mountains and silver mountains” are generally on the rise, and the overall coordination level is improving. By 2032, the two will achieve coordinated development; Thirdly, the “Green Water and Green Mountains” index, “Golden Mountain and Silver Mountain” index, and the coupling coordination degree between the two subsystems in Shandong Province, Sichuan Province, and Shaanxi Province have always been high, while Ningxia Hui Autonomous Region has always been low.

영문 초록

黄河是中华民族的母亲河，保护黄河是事关中华民族伟大复兴和永续发展的千秋大计，黄河流域生态保护和高质量发展要坚持树立和践行“绿水青山就是金山银山”的理念。基于此，本文首先回顾了学界关于“两山”理论的相关研究，构建黄河流域“绿水青山”与“金山银山”评价指标体系；其次，利用熵值法测算黄河流域9 个省（自治区）2012-2021 年“绿水青山”与“金山银山”发展水平，运用耦合协调度模型分析二者的耦合协调状态，并运用灰色预测模型预测二者耦合协调度未来发展趋势；最后，基于研究结论对如何进一步促进“两山”理论在黄河流域的践行和区域协调发展以及推进人与自然和谐共生的中国式现代化进程提出政策建议。结果表明：黄河流域在样本期间，一是“绿水青山”与“金山银山”发展指数及双系统综合发展指数整体均呈现上升趋势，且发展趋势向好；二是“绿水青山”与“金山银山”的耦合度和耦合协调度整体均呈上升趋势，协调水平整体向好发展，到2032 年二者将实现协调发展；三是山东省、四川省和陕西省三个省份的“绿水青山”指数和“金山银山”指数及两个子系统间的耦合协调度始终较高，而宁夏回族自治区则始终较低。
