边境地区突发公共卫生事件对经济社会的影响及对策研究

국문 초록

Public health emergencies are an unavoidable risk in the process of human society development, characterized by complexity, variability, contagiousness, and transboundary nature, which have brought huge impacts to China and the world, temporarily halting economic and social development. Border areas tend to have a slower economic development compared to other regions, and will be more severely affected by public health emergencies. Based on official statistics data from the Guangxi Zhuang Autonomous Region of China from 2019 to 2023, this paper analyzes the impacts of the COVID-19 pandemic on the macro, micro, and supply and demand levels of economic and social development in Guangxi, and proposes corresponding policy suggestions to mitigate the economic impact of sudden public health emergencies in border areas. The analysis suggests that efforts should be made to improve the emergency management system in border areas, enhance the vitality of market entities in consumption and production, optimize fiscal and tax support policies for enterprises, and promote coordinated support for emergency resources, which has certain reference value and practical significance.

영문 초록

公共卫生事件是人类社会发展进程中不可忽视的风险问题，其具有复杂性、多变性、扩散性和跨区域性等特征，给中国和世界带来了巨大的冲击，经济社会发展进程一度停摆。边境地区的经济发展较其他地区相对落后，对于公共卫生事件的冲击将会更加严重。本文基于2019 年—2023 年广西壮族自治区官方统计数据，对广西在应对新冠肺炎疫情的进程中，其经济社会发展在宏观层面、微观层面以及供需层面所受影响进行分析，并据此从减轻边境地区突发公共卫生事件对经济的影响方面提出相应的对策建议，分析认为应从完善边境地区应急管理体系，增强市场主体消费生产活力，优化财税援企政策措施，推动应急资源的协同保障等方面加以推进建设，具有一定的参考意义和现实意义。
