국문 초록

With the rapid advancement of globalization and information technology, disinformation has become increasingly prominent in cognitive warfare, posing a significant threat to national security and social stability. This study focuses on the role, impact, and counterstrategies of disinformation in cognitive warfare. First, it analyzes the dissemination mechanisms and strategic applications of disinformation from historical and technological perspectives, highlighting its crucial role in political manipulation, public opinion guidance, and social division. Second, it delves into the multidimensional impacts of disinformation on individual cognition, social structures, and international relations, particularly its destructive influence on democratic systems and global governance. Finally, the paper proposes comprehensive strategies to combat disinformation, including enhancing public media literacy, leveraging technological tools to strengthen content moderation, and implementing legal and policy interventions. By integrating education, technology, and law, this study aims to provide theoretical support and practical recommendations for constructing a robust information ecosystem and a global governance framework.

영문 초록

随着全球化与信息技术的迅猛发展，虚假信息在认知战中的作用愈发突出，成为影响国家安全和社会稳定的重要威胁。本研究围绕虚假信息在认知战中的角色、影响及其应对策略展开研究。首先，文章从历史与技术视角分析虚假信息在认知战中的传播机制和战略运用，揭示其在政治操控、舆论引导和社会分裂中的重要作用。其次，深入探讨虚假信息对个体认知、社会结构和国际关系的多维影响，尤其是其对民主制度和全球治理的破坏性影响。最后，文章提出了应对虚假信息的综合策略，包括提升公众媒介素养、利用技术手段强化内容审核以及实施法律与政策干预。通过教育、技术与法律的协同应对，本文旨在为构建健全的信息生态和全球治理框架提供理论支持与实践建议。
