국문 초록

China is working hard to promote the evolution of the global digital governance system in the direction of openness, inclusiveness, mutual benefit and balance. In this context, interpreting the mechanism and direction of the evolution of the global digital governance system enabled by Chinese modernization is an urgent issue of the times, and in-depth discussion of it has important theoretical and practical significance. The booming development of China’s e-commerce and the integration of digital society, digital government and digital economy have laid the foundation for China to build digital transformation. The construction of “Digital China” and the digital Belt and Road Initiative promotes the high-quality development of Chinese modernization, and China’s digital transformation has gradually entered a period of rapid development from the initial and exploratory stages. Chinese modernization focuses on the people-oriented digital civilization form and moral construction in the field of digital governance. It emphasizes actively participating in global digital governance cooperation norms through Chinese-style governance rules, and empowering the evolution of the global digital governance system in the fields of civilization, technology and institutions. Looking to the future, promoting the concept of Chinese digital governance to cope with global digital games, strengthening Chinese digital governance capabilities to cope with internal and external digital risks, and building Chinese digital governance rules to deeply participate in the formulation of global digital rules will promote the accelerated evolution of the global digital governance system.

영문 초록

中国正努力推动全球数字治理体系朝着开放包容、互利均衡的方向演进。在此背景下，诠释中国式现代化赋能全球数字治理体系演进的机理与路向是一项紧迫的时代课题，对其进行深入探讨具有重要的理论与现实意义。中国电子商务的蓬勃发展以及数字社会、数字政府和数字经济的融合，为中国构筑数字化转型奠定基础。“数字中国”和数字“一带一路”建设推动中国式现代化高质量发展，中国数字化转型从发轫、探索阶段逐渐迈入高速发展时期。中国式现代化注重以人为本的数字文明形态、数字治理领域的道德建设，强调通过中国式治理规则积极参与全球数字治理合作规范，在文明、技术和制度领域赋能全球数字治理体系演进。展望未来，推广中国式数字治理理念以应对全球数字博弈，强化中国式数字治理能力以应对内外部数字风险，构建中国式数字治理规则以深度参与全球数字规则制定，将推动全球数字治理体系的加速演进。
