국문 초록

2007년 발효된 한-ASEAN FTA는 양측 간 교역과 투자 확대에 중요한 역할을 했다. 그러나 최근 통상환경의 변화, 특히 공급망 안정성 강화와 디지털 무역의 확산을 반영하기 위해 협정의 개선이 필요하다. 본 연구는 한-ASEAN FTA의 개선 방향을 모색하기 위해, 역내포괄적경제동반자협정(RCEP), 포괄적·점진적환태평양경제동반자협정(CPTPP), ASEAN-호주-뉴질랜드 FTA(AANZFTA) 등 관련 무역협정들과의 비교를 통해 한-ASEAN FTA 개정 협상 시 고려해야 할 주요 요소와 대응 방안을 제시한다. 한국과 ASEAN은 경제 협력과 통합의 핵심 파트너로서, RCEP 이상의 수준으로 한-ASEAN FTA를 개정할 경우 추가적인 무역 장벽 완화, 글로벌 공급망 변화에 대응하는 안정 장치 마련, 디지털 무역의 확대 등 경제적 및 전략적 이익을 기대할 수 있다. 특히 공급망 안정성 강화를 위해 원산지 누적 규정을 강화하고, 공급망 협력 챕터를 신설하는 한편, 디지털 통상 챕터를 도입하여 규범 수준을 제고할 필요가 있다.

영문 초록

Since its entry into force in 2007, the Korea-ASEAN Free Trade Agreement (FTA) has significantly contributed to expanding trade and investment between the two parties. However, in light of recent changes in the global trade environment, such as the risk of global supply chain disruption and the expansion of digital trade, revisions to this Agreement are necessary. This study identifies key elements and strategic directions for upgrade negotiation of the Korea-ASEAN FTA by comparing it with other relevant trade agreements, including the Regional Comprehensive Economic Partnership (RCEP), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the ASEAN-Australia-New Zealand FTA (AANZFTA). As key partners in economic cooperation and integration, both Korea and ASEAN could benefit economically and strategically by upgrading the Korea-ASEAN FTA to a level beyond the RCEP. This could include further liberalizing the market, establishing safeguards in response to changes in global supply chains, and expanding digital trade. Particularly, there is a need to strengthen rules of origin on cumulation, introduce a new chapter on supply chain cooperation to enhance supply chain resilience, and elevate regulatory standards through the establishment of a digital trade chapter.
