국문 초록

난민 거버넌스를 위한 현행 국제레짐의 개별국가 중심 체제는 오랜 기간 지속되며 쉽게 해결되지 않는 문제이다. 특히 북반구와 남반구의 비대칭적인 관계는 국제적 난민 보호에 직접적인 영향을 미치고 있다. 일반적으로 난민들이 선호하는 목적지인 북반구 국가들은 난민을 수용할 수 있는 능력을 갖추고 있음에도 불구하고, 난민 수용에 대한 의지가 감소하는 경향을 보이고 있다. 반면 남반구 국가들은 북반구 국가들에 비해 제한된 역량을 갖고 있으나, 북반구 국가들의 이주 외주화 정책과 난민들의 이동 능력 부족으로 인해 주변 국가에서 발생한 난민들을 수용하고 있다. 난민 거버넌스의 최우선 과제는 난민 개개인의 안전을 보장하는 것이지만, 북반구의 의지 부족과 남반구의 역량 한계가 드러나는 글로벌 남북 문제의 맥락 속에서 난민 개개인의 상황은 더욱 악화되고 있다. 본 논문은 북반구 국가들과 남반구 국가들 간의 역량 비대칭 상황에서 중견국의 역할에 초점을 맞춘다. 중견국의 독특한 위치에 따른 외교적 행태는 다양한 분야의 글로벌 거버넌스에서 논의되고 있다. 글로벌 난민레짐 내에서 해결되지 않는 남북 갈등은 중견국의 틈새외교가 발현하는 거버넌스의 공백이라고 할 수 있다. 본 논문은 경험적 사례로서 튀르키예의 사례에 주목한다. 튀르키예는 중견국으로 인정받는 국가 중 하나이자 세계 최대 난민 수용국이다. 그러나 튀르키예는 난민레짐에서 규범적인 영향력을 행사하거나 난민 거버넌스를 주도하는 모습을 보이지 않는다. 본 논문은 튀르키예의 사례를 비판적인 관점에서 검토하여 이 현상에 대한 세 가지 원인을 도출한다.

영문 초록

The current state-centric system of the international regime for refugee governance has persisted for a long time and remains a challenging issue to resolve. Particularly, the asymmetrical relationship between the Global North and the Global South has a direct impact on international refugee protection. Although Northern Hemisphere countries, generally preferred by refugees as their destination, possess the capacity to accommodate refugees, they tend to show a declining willingness to do so. In contrast, Southern Hemisphere countries, which have more limited capacities compared to their Northern counterparts, end up hosting refugees originating from neighboring countries due to the Northern countries' policies of externalizing migration and the refugees' lack of mobility. The primary objective of refugee governance is to ensure the safety of individual refugees; however, in the context of global North-South issues, where the North's lack of commitment and the South's capacity limitations are evident, the situation for individual refugees is worsening. This paper focuses on the role of middle powers within the context of the asymmetric capacities between the Global North and South. The diplomatic behavior of middle powers, due to their unique position, has been a subject of discussion in various areas of global governance. The unresolved North-South conflict within the global refugee regime can be viewed as a governance gap where the niche diplomacy of middle powers emerges. This paper examines the case of Türkiye as an empirical example. Türkiye is recognized as one of the middle powers and is also the world's largest refugee-hosting country. However, Türkiye does not exhibit normative influence within the refugee regime, nor does it take a leading role in refugee governance. By critically analyzing Türkiye's case, this paper identifies three reasons underlying this phenomenon.
