국문 초록

본 연구는 아랍 정치에서 정체성의 의미 변화를 초국적 아랍 정체성의 영향력 감소에 초점을 맞추어 분석해 초국적 아랍 정체성이 아랍 정치를 결정하는 지배적인 요인이 아니라고 주장한다. 이 연구는 초국적 아랍 정체성의 영향력 약화와 함께 팔레스타인 문제의 중요성도 감소했음을 지적한다. 이집트, 이라크, 시리아, 레바논, 요르단 아랍 5개국의 팔레스타인 난민 정책을 분석해 본 연구는 개별 국가의 이익과 정치 지도자의 목표가 정책 결정의 주요 동인으로서 범아랍 연대를 대체했다는 것을 시사한다. 이러한 변화의 결과로 아랍 국가의 팔레스타인 난민 정책은 팔레스타인인을 자국민과 구별하고 타자화하는 방향으로 전환되었고, 팔레스타인 문제보다 개별 국가의 이익을 더욱 우선시하게 되었다.

영문 초록

This study examines the evolving role of identity in Arab politics, focusing on the decline of transnational Arab identity’s influence, and argues that transnational Arab identity is not the dominant factor in determining Arab politics. This study finds out that as transnational Arab identity’s influence has waned, the importance of the Palestinian issue also has been declined. By analyzing Palestinian refugee policies in Egypt, Iraq, Syria, Lebanon, and Jordan, the research demonstrates that national interests and individual leaders’ agendas have superseded pan-Arab solidarity as primary drivers of policy-making. This shift has led to refugee policies increasingly aimed at differentiating Palestinians from each country's citizens, reflecting a prioritization of domestic concerns over the broader Palestinian cause.
