체계적 문헌고찰을 통한 경찰 순찰활동 효과 연구동향 분석

국문 초록

본 연구는 우리나라에서 경찰 순찰활동이 어떠한 효과를 나타냈다고 평가되었는지를 종합적으로 살펴보기 위하여 체계적 문헌고찰(systematic review) 방식에 따라 경찰 순찰활동의 영향을 측정하기 위한 기준을 정의하고 그를 정량적으로 검토한 국내 선행연구 27편을 분석하였다. 분석결과는 다음과 같이 크게 네 부분으로 요약할 수 있다. 첫째, 체계적 문헌고찰에 포함된 대부분의 연구들은 경찰 순찰활동에 대한 시민의 인식, 특히 체감안전도 내지 범죄두려움으로 경찰 순찰활동의 영향을 측정하였다. 순찰활동에 대한 시민의 인식과 순찰활동에 참여한 경찰관을 대상으로 한 인식조사 자료뿐만 아니라 범죄발생건수나 112신고건수와 같은 경찰 내부자료를 활용하는 것도 검토할 수 있었을 것이나, 양자를 모두 고려한 연구는 1편에 불과하였다. 둘째, 치안현장에서는 차량순찰이 많이 행해지고 있으나 27편의 연구 중 차량순찰에 초점을 맞춰 이루어진 연구는 찾아볼 수 없었으며, 도보순찰에 주목한 연구들은 특정 시기에 집중적으로 발표된 것으로 나타났다. 셋째, 연구설계 및 분석방법 측면에서 살펴보면, 경찰 순찰활동의 효과를 (준)실험적 방식으로 살펴본 연구는 2편에 불과하였으며, 대부분의 연구는 횡단적인 인식조사 자료에 기초한 다중회귀분석을 수행하였다. 넷째, 대다수의 연구가 경찰 순찰활동의 영향을 긍정적으로 평가한 가운데(18편, 66.7%), 경찰 순찰활동의 영향을 측정하기 위해 고려한 지표에서 유의미한 변화가 보고되지 않은 연구는 7편(25.9%), 부정적인 영향을 확인한 연구는 2편(7.4%)에 그쳤다. 향후 본 연구가 경찰 순찰활동에 대한 지속적인 관심 및 장기적이고 다각적인 효과 평가연구를 촉발하는 계기가 되기를 기대한다.

영문 초록

Based on the recognition that there is a need to comprehensively review how the impact of police patrol activities has been explored and evaluated, this study analyzed the research trends of 27 Korean studies that have quantitatively measured the effect of police patrols activities. The results of the analysis can be summarized in four parts as follows. First, either survey data on residents’ perception or police officers’ perception was used to assess the impact of police patrol activities; internal police data such as crime data and 112 emergency calls was not considered for the evaluation. Most of the studies were biased toward residents’ perceptions, especially on their perceived safety and fear of crime. Second, although many patrols are conducted by car, none of the 27 studies examined car patrols as a type of patrol. When foot patrols were examined, the studies were concentrated on a specific period. Third, in terms of analytical methodology, most of the studies assessed perception differences through survey data, except for two (quasi-)experimental studies. This contrasts with previous literature from abroad, which mainly measured the effects of patrols through (quasi-) experimental designs. Fourth, while the majority of studies evaluated the impact of police patrol activities positively (18 studies, 66.7%), seven studies (25.9%) reported no significant change in the indicators considered to measure the impact of police patrol activities, and only two studies (7.4%) found a negative impact. Through this study, it is hoped that future research on the evaluation of the impact of police patrol activities will be more systematic, long-term, and in-depth.
