경찰 연구자·실무자 협력에 관한 연구

국문 초록

이 연구에서는 문헌자료를 비롯해 대학교 연구자(N=83) 및 경찰공무원(N=395)을 대상으로 설문조사를 통해 수집한 자료를 바탕으로 한국 경찰활동에서 나타나는 연구자와 실무자 사이의 협력에 대해 그 수준과 영향요인을 확인하고 성과를 함께 분석해 보았다. 주요 연구결과는 다음과 같다. 먼저, 한국에서 경찰과 연구자 사이의 상호작용은 연구자가 중심이 되는 단순 협조가 지배적인 형태로 나타나고 있다. 경찰공무원의 경우 소속 경찰관서의 특징(급지)과 무관하게 연구자 또는 연구단체와 협력 활동 참여 경험이 거의 없었다. 이러한 현실은 상호 협력 활동에 대한 경찰과 연구자의 평가에도 반영되어 낮은 수준의 협력 인식으로 나타났다. 둘째, 경찰과 연구자 모두 경찰활동에서 협력 가치를 보통 수준보다 약간 높게 평가하고 이러한 평가는 배경특성과 근무환경 등에 따라 조금씩 차별적으로 나타났다. 셋째, 경찰공무원의 경우 ‘연구 친숙성’과 ‘당사자 신뢰’가, 연구자의 경우 ‘협력 참여’와 ‘당사자 신뢰’가 협력 가치에 유의미한 영향을 미치고 있었다. 하지만, 연구자들이 현실에서 경험하는 단순 협조 형태의 상호작용은 협력 가치에 부정적으로 작용하고 있었다. 넷째, 경찰공무원의 협력 가치에 대한 인식 수준은 이들의 직무만족에 유의미한 양(+)의 영향을 미치고 이러한 영향은 배경 및 근무환경 변수들이 통제된 이후에도 유지되었다. 지식경찰과 과학적 경찰활동을 위해서는 경찰과 연구자 사이의 협력이 더욱 활성화되어야 하고 이를 위해서는 협력 가치에 대한 인식이 더욱 제고되어야 한다. 이를 위한 정책적 제언과 후속 연구를 위한 과제 등을 함께 제시하였다.

영문 초록

This study examined the level and influencing facors of collaboration between researchers and practitioners in Korean police activities based on literature review and data collected through a survey of university professors(N=83) and police officers(N=395). The main research results are as follows. First, the dominant form of interaction between police and researchers in Korea is simple cooperation centered on researchers. In the case of police officers, regardless of the size of their police station, they had little experience participating in collaborative activities with reseachers or research organizations. This reality was also reflected in the police and researchers’ evaluations of mutual collaboration activities, resulting in a low level of collaboration awareness. Second, both police and researchers evaluated the value of collaboration in police activities slightly higher than the average level, and these evaluations appeared to be slightly different depending on backgroudn characteristics and working environment. Third, for police officers, ‘research familiarity’ and ‘researcher trust’ had a significant impact on the value of collaboration, and for researchers, ‘participation in cooperation’ and ‘police trust’ had a significant impact on the value of collaboration. The simple form of cooperation that researchers experienced in real life had a negative impact on the value of collbaoration. Fourth, the level of awareness of the value of collboration among police officers had a significant positive effect on their job satisfaction, and this effect was maintained even after background and work environment variables were controlled. For the knowledge police and scientific police activities pursued by the Korean police, collaboration between police and researchers must be more activated, and for this to happen, awareness of the value of collaboration must be further enhanced. For this purpose, policy suggestions and tasks for follow-up research were presented.
